Yes, because controls aren't like hitting 'play' on a video for a determined animation. They interact together (should jump contain a speed boost, or should you be stuck with standing jumps unless you accelerate full speed running?), each with a degree of outcomes (do you elevate as long as you keep the jump pressed? is it the same if you let the button go after reaching the highest point?).
Gaming is all about controls. You'd be more aware of this if your parents bought you a RC car.

Steam, Sony, Microsoft, etc. only give developers a small number of codes to provide for review. You know the developer doesn't actually own those codes right? The platform distributor is the one generating them not the developer. They only release more codes to the dev/pub after the game has sold X amount of copies.
