Even if that were true, Japanese voices would still be better because the direction isn't garbage. Dubs don't care about direction at all and even AAA western video games that spend huge amounts of money on celebrity voice actors routinely have fucking awful direction. VAs aren't given the context for their lines, they'll deliver a line in a way that seems fine in isolation but sounds bizarre in the game. This is never the VA's fault, it's the director's fault both for not telling the VA what's happening in the game when the line plays and for not correcting errors like that during recording.

I'm guessing it has to do with the other crap From what i've heard, Atlus America has a fair amount of autonomy in what they decide to put out, so perhaps they were debating this. In niche games like this? You can't realistically, there isn't enough budget for it. Fixing the direction alone would not be enough either way though. You have to fix that whilst simultaneously attracting a wider range of actually talented VAs which can't do without fame and even more money. I usually prefer playing the game in it's original language if possible(even played Withcer in polish with english subtitiles), but there have been rare cases where I preferred the dub, either because it was the only option, or because it "felt" better, such as Deadly Premonition, since it's about a small American town and also a Twin Peaks wanabe, so I might as well play it in english, Bayonetta, because mature english woman > generic ara, the Ace Combat series, because I don't think I can get english subtitles with the japanese voices, but when I finish learning Japanese, I guess I might as well play them again, but with the JP versions.

Perhaps not specifically in regards to Metal Gear, but in general, true. Some Japanese developed games have gotten English-only voicing worldwide, and depending on the setting, can honestly work out for the atmosphere. Koudelka for instance is set in Wales, and the Japanese version uses on screen subtitles while the cast speaks English. That said, while on the topic of that example, Koudelka is also noted as having a remarkably good English voicing for the time. I suppose there's a difference in cases where the developers want to make sure the English voicing is good because they plan to use it natively for the game and care about how it turns out, and when a western branch or secondary publisher is willing to dub over the original audio, but not enough to make sure the quality of the voice actors and/or voice direction is up to par.
