If you put in the work, you can make a game in anything but RPG Maker makes it pretty frontloaded and simple but still gives you enough customization and whatnot to work with and create interesting things if you wanted to

If you can make a decent game in it then whatever, but if you use RPG maker then you're probably not the kind of person who makes good games.

Yes. It attracts mouth breathers that think the engine will magically make the game for them so what we tend to get out of it is garbage but you don't blame the failures of the mechanic on their tools.
