Dishonored comes pretty close. The only challenge lies in self imposed handicaps namely not killing and being stealthy. The game is a cakewalk until the end even without powers if you just walk along and stab everybody that gets in your way.
Creeper World 3 also kinda fits. The incentive to play the game stems from the feeling of dominating the creeper absolutely with your excessive power production and weaponry. Granted it takes a little bit of effort to get to the point where victory is inevitable but playing the rest of the game out is pure power fantasy.

You know, I'm gonna say it, I think Dark Souls is it. It's the ideal power fantasy, in the sense that it's a perfectly paced power trip. You're always the Chosen One who is in charge of saving the world. You're given a seemingly insurmountable conflict and the minimal tools to suceed, and the game makes sure you feel challenged all the way throughout in order to make you feel like you've really earned every step of the journey. Additionally, the NPCs change their opinion of you over time, from someone who's dirt to someone of note as you rise to suceed. It's a game that perfectly motivates and rewards you for acquiring power, an it directly ties having fun with doing so. It's the game most likely to make "gaining power" translate into an emotion you can feel, and unlike Old-School Retro Vidya, which were made hard in order to increase playtime, this game was deliberately designed to do so.

It's not about "power" in the sense of pure, personal damage output, it's that buzz of dopamine in the back of your skull that you get because you did something that went against the odds and overcame the challenge. That sense of self-satisfied smugness you get when you talk about your Souls experience? That's the emotion Power Fantasy is supposed to caus in you. That is not necessairly true, it's not about demolishing the odds, it's about being able to overcome the odds but also being able to accomplish anything you want as long as you put enough effort into it. It's about earning your way at the top, and getting more and more out of it. It's about your decisions and actions having an actual impact.
If you defeat a strong opponent, and become a legend against your enemies which start being scared shitless of you, if the NPCs start noticing your deeds, if the villain is actually shocked by you devastatting his plan, that's a power fantasy. A power fantasy in a video game would be a game that keeps telling you that you are awesome, but when you actually accomplish the challenges laid out before you.

Apparently there are some decent CRT shaders. Also there actually is one critical point where you have to do filtering and that's Kirby's Dream Land 3. This particular game takes advantage of how old TVs work in high-res mode to do nice translucency effects on foreground objects. If it's done wrong you either get alternating vertical columns where it's opaque or transparent, or fully opaque foreground objects obscuring the view.

As historical interest, older versions of the bsnes compatibility core used to do the blending inside the core before presenting it to the video renderer instead of outsourcing it to shaders, while the accuracy core did not, so without post-processing you ended up with the on-off vertical stripes thing on accuracy but not compatibility where it looked at least correct. Less egregiously Super Mario World had checkerboard patterns of transparent-cyan water to be translucent for the same reason. This was eventually corrected so all cores output the raw video so you had to use shaders.

No, it all does a shit job of it it or is half baked in its implementation. Maybe shaders can't do it or it's too hard but there's a lot of 3D math involved in how CRTs look and operate.
