In comparison, consoles are simple and cheap. Even if they last four to five years, it is cheaper to buy a new console than to buy PC hardware.
Last, but not least, concole gamers usually don't like the idea of digital games, much less the idea of games as a service. It fucking repulsive.
I want to own a product, I want to have a library of games, and a digital library is worth nothing.

Apple could do it, as they have the capital, though I doubt, since they did they try once with the Pippin, and they are comfortable enough in the smartphone/tablet/watch market.
Tencent might do it, with a backup from the chinnese government and moving all the Epic Games(except Fortnite) to this new console.
Other than that, I see no company that has the capital or interest necessary to make a serious console(something to compete with the PS4/Xbone or even the Switch). Sure, almost any company can release a console with the power of a smartphone and the portability of a PC(the Ouya) but that's not viable.

Tencent doesn't really need to make a console. I've predicted before that they'll make a massive push while Fortnite still is relevant to compete with Valve and Steam using the Epic Store. It's concerning, since Tencent has the money to acquire big exclusives and certainly wouldn't mind dropping a billion to corner the PC market.

While they do have a lot of valuable franchises to exploit, it would be pure suicide to take them off all other systems to force them as exclusives. Consoles don't make money. They are sometime sold at a pretty steep loss, but subscriptions, DLC, and accessories are where the real money is at. Part of the reason Nintendo is so successful is that they've mastered the art of plastic DLC.
