They're just collectables/decorations. Kinda like how boomers collect shit like commemorative WW2 plates to remember muh six million, except way cooler and usually sexier. It's also a good way to support the anime/manga industry while getting something tangible if you care about that sort of thing.
As for pointers, you should read the buyfag guide they post in /a/ and /animu/'s threads. Certain manufacturers have better reputations than others, from my experience the nicest figures come from Alter and GoodSmile Company, others tend to be hit or miss.
99.9% of women are grossly offended by all things anime, so if you decide to collect these things don't expect to get laid unless you're willing to cuck out like your buddy. I've personally had a cable guy come in to replace a bad modem and test my lines and he was clearly disturbed by my figures and wall scrolls. He did his work quickly and quietly, but he didn't even bother with basic manners or formalities, he just got the fuck out with a disturbed, almost frightened look on his face. I found the situation to be hilarious but some people are more self conscious about that sort of thing.

That said, in a way, it's still just a form of signalling to other fans of a work (assuming you're not just buying them to hotglue), and personally for me they're an expense I'm not the sort to drop money on myself.
