This isn't about censorship. The Mexican government is saying they're doing it to protect children, but that's just a transparently obvious excuse. When the ESRB rates games, they charge a (((fee))) for their services in order to cover the processing costs for all the paperwork. However, they arbitrarily charge five times as much if the game cost above a certain amount to make, thus allowing the ESRB to make a neat little profit off of the big budget AAA games put out by major publishers. The ESRB is also authorized to issue (((fines))) to anyone who mislabels the rating given to their game, in order to ensure compliance. Other ratings systems in other countries work similarly.
The Mexican government wants in on that racket. This is about (((ratings and compliance fees))), plus whatever (((bribes))) they think they can squeeze out of publishers to bump ratings down. The only real question is if they'll actually see any money from this, or if it will instead result in most major publishers skipping out on releasing games in Mexico in the future.

You're going to have to smuggle unrated games in your country because in most cases having unrated games are legally banned from sale in that country. Steam will ban sale of the game in your country unless rated. A third party distributor can work to publish unrated games until the government cracks down on them.
