It isn't out-of-sync for me either in browser or mpv, but there are random instances of the audio muting, and they are in consistent places. If it's not huge upload the source files and I'll have a look at 'em. Also it's not necessarily ffmpeg's fault. I had one instance of a video that had out-of-sync audio because I was ignoring errors related to non-monotone DTS (decoding timestamp).

Original file is ~500 MB, but honestly I've been having trouble with videos lately. If I just use regular Windows Media Player everything's kinda glitchy for a few seconds before it sort of smooths out. Like it's skipping frames, and this happens if it's playing gifs or webms or whatever.

But… First of all, use the latest version of FFmpeg. Second, don't capture video in VP9, it can be too slow. Try H.264 instead.

If you can't re-record the video, try encoding it with -fflags +igndts. I remember struggling with this shit too, turned out there's virtually no info on this issue, unless you want to ask developers directly on the mailing lists or something.

Upload the source somewhere, I'm curious to take a look at it.

One thing to note is that it's very slow (obviously, depending on the video) and that it uses the Constant Quality mode as opposed to Constant Bit Rate mode most of the people use. It just gives you better quality at expense of not being able to clearly target a certain file size. The general rule of thumb is that quality setting depends on the amount of movement in the video, its duration, frame rate and, obviously, the resolution. Usually, you start at 30 (the Google recommended) and go up to 63. But you won't be able to fit a 5-minute-long 1080p gameplay video at 60 frame/s into 16 MiB no matter what quality you'll try. You obviously must first modify it: resize it to 720p or 480p, change the frame rate to 30 frame/s, etc. The reason this script doesn't include these options is because it's always better to filter the video before encoding it simply because it's faster and more error-resilient this way. I use something like this:

Notice the framerate filter as opposed to fps. It's because framerate downsample the frame rate with interpolation, while fps just downsamples it. The result will look smoother. I recommend reading the official documentation about filters, there are quite many useful ones in FFmpeg. Like this one, for example, allows you to (somewhat) get rid of the banding artifacts: deband = blur = false, noise = alls = 1 : allf = t. Change the value of alls from 1 to something else if the filter is too unnoticeable. Other useful filters I used more than once are subtitles filter that allows you to hardcode the subtitles and delogo that allows you to remove logos from the video.
