Not legendary, but I'd love to see Senran Kagura x Soulsborne, with some tweaks.

>game is shorter than a Soulsborne because the city isn't that big, but would be more focused on boss fights, and sometimes unexpected fights or short skirmishes against them; gameplay is similar to Soulsborne games, maybe a little bit faster

It's shit. Even in PSP2i, which fixed all the gameplay problems that PSU had and turned it into a truly excellent title - it still couldn't decouple itself from PSU's absolutely rancid lore, setting, and artstyle - creating a blight on the title that will haunt it forever.

Also, PSU's combat isn't very good. In fact, it shit the bed really hard when compared to it's predecessor - despite PSO having clunky controls and a terrible camera. In PSO, Over half of the enemies, if not more, had some little trick to fighting them. Poufully Slimes would split it hit with the third strike in a combo. Nar Lillies would paralyze you if you couldn't maintain a stun lock. Hildebears and Sinow Beats could be stunlocked with light attack. Dubchics had to be killed once, then you had to target the group's control unit or they'd keep reviving. Savage Wolfs would debuff themselves if you killed the Alpha. Dark Belra's could be stunned by running around them in a circle, causing them to get dizzy. Dark Gunners were only vulnerable just before they fired, but you could stun the whole group if you targeted the one with the Red Jewel. There were just tons of little mini-strategies and tricks to fighting enemies that it really kept you engaged and switching up tactics.

PSU had none of that. It was basically just running up to a damage-sponge enemies face and spamming PAs until it died. The only one that had a real strategy that I remember were the Bil De Vear variants which would trigger a devastating spinning clothesline attack if you staggered them. Otherwise, it was generally down to genetic strategies for whole classes of enemies. For instance, don't use blow-back PAs on trash mobs, since they're easier to clear when clumped up for a FO to nuke. Larger enemies (like Dilla Griena and Polavohra) you wanted to use blow-back PAs to knock them over and prevent them from attacking. Maybe that's why Bil De Vear actually stands out to me, because it was against the general rule when dealing with that enemy type.

Also, the foundation of a good character creation system were there, but the clothing/parts options sucked ass for the first year and a half to two years until much of the AotI content was unlocked.

You play as Gaster who has to rig up a factory that gathers resources to build the CORE and also do research into Determination, and finally get around to adding a fucking inserter between that ice conveyor belt and the river, so that poor wolf can take a break, all before your body shatters across time and space.

One of my dream games for years has been some game that combines Soulsborne gameplay with a 90s beat'em-up theme.

There's no reason why it wouldn't work well and I'm surprised no dev actually tried it yet.

Open World Tony Hawk's Underground handled Burnout Paradise style.

Keep the off-board parkouring element but disallow it during missions or challenges and keep it solely for exploration. Keep some old-school collect-a-thon elements (put a S-K-A-T-E chain in every major area, for example). Have a story and player progression, but don't try to make it realistic or sensible and make sure every cutscene (if there are any) is skippable. Add an immersive "fast travel" system that lets you call an Uber and then skitch all the way to your destination.

Final Fight crossed with SimCity, where you play it as a regular city building sim - but when you start having a crisis, you take control of Mayor Haggar and set out to take care of shit yourself. Crimes or Riots would obviously have you setting out in a side-scrolling beat-em-up mini game, but other scenarios present themselves, and all of which should have you playing Haggar completing mini-games like a beefed up WarioWare to take care of emergencies as they pop up.

I would pretty much like something like this but instead of Splinter Cell, I would like a Rainbow Six (the original on the Dreamcast/PSX/Windows 8, not the soy-laden modern one), where you do tactical missions with a group of spies, infiltrate the enemy's base and protect your own base from intrusion in a tactical first-person shooter mode, all the while being able to choose your loadout and who you'll take along with you for the mission.

Isn't that basically the first ActRaiser game though? Granted the side-scrolling stages in ActRaiser are more like a traditional platformer and the city-sim part isn't nearly as in-depth as it is in SimCity, but it's pretty similar to what you described
