See vid related - it's a recording of daily life in NYC in 1999 in 1080p HD, which feels outright surreal to watch because you're used to seeing those times in low quality. That's how I kinda wanna see a past setting handled, where it's not immediately thrown in your face but feels blended in. This is one aspect why I find LCS underrated, which was set in 1998 but because it was more for a purpose of creating a GTA III prequel it wasn't that emphasized that OH LOOK IT'S THE 90S, there's just older stuff lying around and some references to the Y2K scare.

From looking at historic magazine clippings, once the whole raison d'etre of the game changed from racing while avoiding the cops (i.e. budget NFS clone) to driving while destroying the cops, it was always intended to go 3D. They just lacked the budget and technological knowhow at the time to crank out what they wanted to do. Not to mention the technical limitations of the console they were designing it for. If you want a modern 2D GTA, play Hotline Miami.
3 was a gamble that somehow once again managed to pay itself off. Hell I even made a thread about it a few weeks ago that caused anons to shit themselves over it. Play it now and you can see just how unfinished the game actually was:

>Radio stations with just a handful of songs, many created in-house
>Almost nothing to do outside of the main storyline

Vice City on the other hand was the real deal. San Andreas was stronger still in almost every aspect, but far too over-engineered for the consoles it was designed for. IV has gone from being overrated at the time of its release, to underrated when V came out, once more back to overrated now that people are going full Hbomberguy over the latest installment. The Stories games were always disappointing, two filler titles that were made console-exclusive in order to pettily get back at the discovery of Hot Coffee, something that was entirely R*'s fault.

Feeling the need to satirize current events is some South Park tier laziness. Try writing something original. Hell, stop trying to make an interactive movie, and make a good game. GTA didn't become popular because of its stories. Make the missions less formulaic and more fun. Stop rehashing the same gameplay and make some real improvements and new mechanics. Add gore, building destruction, skateboarding, I don't know. Who am I kidding though, Rockstar is beyond repair and GTA 6 will likely be full of Watch Dogs 2 tier faggot shit, with little to no gameplay improvements.
