You know how Creation Club on consoles currently require you to download every single mod on the "service" on consoles, but only unlocks them if you shell out cash? Same thing. The data for every single mod will be located client side to ensure compatibility But the real reason will be so that everyone can see the cosmetic mods other people are using and leverage the playerbase for free advertising. There won't be any gameplay altering mods. Just weapons, armor, skins, clothes, base components, etc. Stuff that's carefully curated by Bethesda to not affect game balance or cause conflicts - which just coincidentally I'm sure requires those mods to be sold for a premium price through their paid mod service in order to function.
I don't know what they're going to do about the PC side where players can tinker with their shitty rehashed engine using fucking Morrowind toolkits. But, Bethesda doesn't care about the PC market for Fallout 76. This is a console especial. I don't think so. Last time I heard, it wasn't, because it was too easy to unpack and repack their forced downloads in order to pirate their paid mods. There was also a pretty big backlash in the mod community, and those are the people who would facilitate the bulk of said piracy - so… I think they backed off on that one. On consoles, though, Bethesda has their customers fucked over a barrel - so they don't care what they think. Console tards are used to massive multi-GB updates with absolutely no changelogs or tools to inspect what's being forced on them, so they just accept it and move on.

I think I could make it work (if I could just throw out all the retards at Bethesda, but that's just fantasy). I would allow players to create settlements (but less in sims way and more about ordering particular buildings or creating laws), which would involve human NPCs going out in the world scavenging 'n' shieet. Or raiding. I would also force people creating settlements (pseudo clans, I guess) to compromise on their values and pick the lesser evil, with the goal trying to make people as nasty as possible, up to the point that they'd kill scavengers/raiders from other settlements just for their supplies. So, now that: a) players care about their people and b) players are (ideologically or by game mechanics) encouraged to fight other people, I have the situation I want. Players aren't technically forced to defend their own shit and people, but they lose resources if they don't. With great power comes great responsibility and all that jazz.
That would also involve it being a better game with at least some connection to the franchise at large, so it's utterly impossible, but I like to overthink things.

Mutated creatures in Fallout are not a result of radiation. Or, at least - they didn't used to be until Bethesda got ahold of them. Most of the more fantastic creatures (like deathclaws, cazadors, spore plants, nightstalkers, super mutants, centaurs, etc) were the results of FEV or other sorts of genetic experimentation (ala Big MT) which got loose. I got open morrowind running, then. It's sort of okay. I'm embarrassed that I've gotten used to shit like quest markers and compasses in more modern RPGs, but I'm also so much older now that I'm really pretty apathetic about video games entirely. No, I think they just all skim the design documents - all of which just break down the "Fallout Branding" formula. If canon gets in the way of, well anything, then they break the canon for the sake of the branding. For instance, Super Mutants have to be in the game - because that's what the retards immediately associate with Fallout. If they tried to do something original that added or expanded, or even tried to conform to the established canon, then 90% of their customers would have no fucking clue what game they were even looking at. Once they have the branding in place, they just think up a bunch of "cool" or "funny" (not really, but then Minions are popular - so what the fuck do I know) scenarios to keep the mouthbreathers entertained in the most base and superficial way possible as the game design funnels them along hidden guard-railed corridors from one setpiece attraction to the next so that they don't end up fucking up their game by being somewhere they should be too early or killing an NPC before the game says it's ok to kill them.

Nothing at all, all you have to do is find two mates, go to some anti-pvp group, try and equip similar gear to theirs and start shooting people at random, they get very ridicule damage at first but the fact that you look just like them will make the whole thing escalate into a bar brawl with frendlies not being able to tell who's on whose side because everyone looks the same. And given they're not accustomed to PvP they'll either kill themselves in the confusion or be killed by the griefers.
Or, you could just keep sniping them from a distance when they're amidst a group of enemies, if they do nothing they get killed by the CPU but if they attack them the game will count it as they agreed to PvP.

Just get a sniper rifle, a stealth boy, and sit in the hills shooting nerf shots unto the back of random people when their back is turned to their party to see if you can goade them into attacking each other. Depending on how they do enemy AI, you could also startle the local wildlife and punt the hornets nest right into their laps. Maybe use environmental traps which don't count as direct damage. I'm sure Bethesda isn't competent enough to remove effective greifing strategies.

The only issue I can really think of with Morrowind is the combat system, but it's just something you have to get used to. The newer the Bethesda title, the more you must absolutely mod to make it a fun game - In my experience, Oblivion can be saved, but when you reach Skyrim the central core has been ripped out and you're basically only able to build around this like some kind of hollow planet.
