I haven't watched much of it myself but it's well known for just being a meme show. If you want an actual recommendation. I would recommend Mardock Scramble. It's a very good Cyberpunk animation with 3 episodes. It has a fantastic soundtrack, visuals, and an interesting story about recovering a broken girl's heart and revenge. All while portraying a cool cyberpunk setting that checks off all the fun stuff like absurd weaponry, augmented "human" monstrosities, powerful corporations, and a whole good section dedicated to gambling. In total it's a little over 3 hours.
Another recommendation would be Shigofumi which another good one I finished recently. It's about an undead postman delivering mail from the recently deceased to the living. It's a pretty solid show and one episode almost made me cry. You should be able to find a torrent on Animetosho.

Most people use nyaa. If you're looking for old stuff, that could be a problem because you'll likely run into a wall called encoded. Not bad but everyone and their grandmother seems to be doing it and it muddies getting the original sub group versions. I've even seen encodes that reduce the size to 480p for whoever uses that format in current year. I think most of the old stuff is behind private trackers now since the fallout of the original nyaa torrent site.
It would be cool if there was a good place to download old stuff and sorted into their appropriate groups similar to how GOD does it. There are some good encodes out their like anime kaizoku or the anime hq for ddl but for me, I wish there was a place that would hold subs from different groups as well to pick from and not let me assume the encoder did a good job because it's the only available choice left.

For anyone to make good scans, they must remove the pages from the spine. Therefore, I scan the covers before removing the pages so it will lay flat properly as I scan them. After removing the pages from the spine I scan those and place them back in the cover and seal it in a plastic sleeve. Of course, it doesn't return it to its original condition but it keeps everything neat and tidy so it can last longer. So yes, slaughter the book to preserve them digitally.

So before I debind the doujins I showed earlier, I'm finishing several that I had already debinded. What I did just finish are the covers for these artbooks that came in today. I don't think I'll debind all of them (I still need to scan the Aria The Scarlet Bullet artbook) but I'm definitely scanning the Yue Haga and Strike the Blood Artbooks. Yukina has God Tier legs.

Radiata Stories many anons are familiar with so chances are you are already aware of it. But I think it may scratch that itch for you.
In terms of building your own skills you unlock new attacks to put into your combo; it functions exactly like God Hand except I don't recall being able to buy them and it's not exactly cuhrayzee.
Picking equipment is somewhat important for taking advantage of elemental weaknesses, but also for fashion since all weapons and armor change your appearance.
Furthermore, I don't remember any generic NPCs, there may have been, but everyone is pretty unique and follows a set schedule every day. This is important if you want to track someone down to kick them and start a fight you probably can't win.
There are 176 different people in the world you can recruit to your party. While you don't have control of them you can issue orders so they follow you in a specific formation.
I get the impression you're looking for something more in line with Diablo or Runescape though, but I can't be sure. If my answer isn't right then give a bit more info.

What you describe is a problem with RS, the actual combat parts aren't typically that hard and the game takes a while before giving you any sort of complexity. Nonetheless I played it to completion twice several years ago and couldn't tell you what stratrgies I used. Unlike FFX where I could tell you that I fought one of the tough optional arena bosses where I got into a very specific loop on accident that has stuck with me to this day.
I recently started playing DQ11 and it might have what you want.
For some reason you can move around in combat, but so far there's nothing that has required specific positioning. I honestly can't tell if it's even a factor. Aside from this battles play out in turn-based fashion.
The story so far has been pretty lackluster, but combat has been challenging. Specifically, you must pick options for a Draconian Quest upon making a save file and one of them must be Stronger Monsters. I personally also went with No EXP From Low LVL Monsters and Can't Escape From Battle.
I'd last left off on the Slayer of the Sands. He enjoys debuffing the entire party's defense, which I can only buff a single party member's defense at a time so I must prioritize who gets buffed while also trying to keep everyone healthy. Because of the Draconian quest he also moves twice in one turn and has a tail attack that can one shot; usually the character that can Sap his defense. He also has an attack that hits the entire party hard and can blind. It helps to try and put him to sleep, but he wakes up faster than normal enemies, and statuses like that seem to get diminishing returns. It doesn't help that a guest party member will attack him indiscriminately and wake him up before my thief can do his special attack that does 6 times damage to sleeping enemies. Instead it seems I'll have to respec my thief to have an attack that may inflict poison as well as the move that does more damage to poisoned enemies.
Indeed there are skill trees for each character so you can spec them towards a particular weapon you'd like for them to use or a set of useful skills in general. They aren't that deep, but I have found myself wondering how I should invest. The main character has a tree for Greatswords that just seems to inflict a lot of damage and a tree for one-handed swords that can be used with a shield and has skills that deal extra damage to metal enemies and dragons.
This does introduce some of the problems you're looking to solve in a game, picking skill trees and weapons while having to use buffs and debuffs smartly.
Of course there are many bad things I can say about this game so far, and many more bad things anons can say about it too, but it does seem to contain the particular elements you're looking for.
I could also recommend SMT3, but I have yet to really play it personally and can only go by hearsay that it does require you to be smart with your buffs and debuffs.

I've managed to download nearly all the XBOX roms featured on that "/v/ recommended xbox games" page, and two of them were complete bitches to find, more specifically Project Gotham Racing 1 and 2. Most of the files I found related to them were corrupted ISO archives. While I eventually found an okay archive for the second one, there were none I could find for the first game. So I got a hex editor, fiddled with it and somehow managed to fix a broken iso of the first game.
I'll post a link to both of them, hopefully nobody else has to go through what I did to obtain them.

I use a refurbished Epson Perfection V600 Photo. It's $20 cheaper than a new one and just as good. It's big enough to scan most artbooks without having to stitch pages via Photoshop.
Even with this good scanner it took a ton of trial and error to accurately capture colors. The default tone setting is never accurate to what you want to scan. Even when using grayscale it will be off. It takes a ton of tweaking to get it down properly. And despite that, my colors are still slightly off at times.

I don't know if they've fully updated to detect all ad blockers but if it's anything like linkshrink and shit like that then you need NoScript and Request Policy or the equivalent of that for whatever browser you're using. Otherwise it won't let you do anything until you turn off the ad blocker. It's a bitch but you have to do the same thing for Nicoblog too so once you've set it up and keep a list handy you'll avoid most headaches and just have to be patient.
1) NoScript allow dropbox.com, don't allow coolrom.com or google analytics
