Watching RTX fiasco I found myself wondering: should I upgrade from 1080 to 1080ti?
I don't mine and don't make graphics/editing/whatever, I just play video games. But I play most modern shit and emulate ps2/wii/wiiu at high resolutions (up to 4k), so I wonder if the benefit of 1080ti is worth it.
I also have i7 4770k, but I read online that it won't bottleneck top-end gpu. Is this true?

Missed that. Still, a 1080 is overkill. a 1070 should be able to handle that. CPU could be ok, but I really am not so sure about bottlenecking; you'll have to search for similar setup in order to check and compare. Could be you just pass, could be the CPU just fails.

if you set voltage to to something retarded like 2v on vcore then you fry your cpu, if you set it between 1.3-1.4v then nothing happens and you overclock that mothafugga
It's all about voltages, just look at that spreadsheet with OC results to get an idea what voltages are good, also pay attention to that one field where they state what kind of cooling system they used so you wont get surprised that on air cooler highest you can get before thermal throttling would be 1.35v :^)

I only have anecdotal evidence of my own experience, but I had 3 AMD gpus at different points of times.

I had an amd gpu for forever, and constantly upgraded, until recently switching to nvidia. Despite nvidia being kikes, their gpus are objectively superior. I'm now able to run fnv with no issues and can record pmuch any game in 60fps whereas with amd 60 fps was more of a dream, without recording anything. tbf this evidence is anecdotal and not indicative of anything other than my own experiences.

I want to upgrade in early 2019 and I want to put something pretty top end together so I'll have another solid 5-7 years on that rig (I can still run all new releases on this with a gen1 core i5 and gtx670 but had to go min settings to get a consistent 30+ fps in MHW), but I also am not really that impressed with RTX and know it's definitely not worth the founder's price.

Nvidia made hardware implementation specifically for ray tracing. This has never been done and is the only way to ray trace as you need a dedicated pipeline for this to be efficient. Thats why titan is bad, it has no Turing core to ray trace.

Their performance is shit on newly released gayms and certain pieces of botnet shit co-developed by nvidia, though in most cases it should begin to normalize after 6 months or so and completely surpass its same-gen nvidia competitor after 1-2 years of driver updates/mitigations for nvidia sabotage.
Emulators and such werk fine for the most part if they're Vulkan capable, the GNU/Linux amdgpu FOSS driver is breddy gud in that regard but openGL performance is dogshit across the board especially on Wangblows.
As an added bonus you might also get massive performance boosts when previously AMD exclusive tech recieves wider implementation like what happened with DX12 and Ashes of the Singularity back in CY0/CY+1, even the old Tahiti cards were getting some 20% performance increases in that benchmark thanks to their hardware ACEs.
