Waluigi would've been fine if his moveset was based entirely around the spin-off games. Sports, Parties, Karting, Dancing. That way, he would've been the most accurate representation of Mario sports and spin-offs. But still he has very little in terms of iconic status aside from memes. King K. Mario Tennis N64 (2000) happens and Daisy has finally re-appears in a new game. In the same game Waluigi also appears for the first time basically serving as Wario's double partner because the devloper needed more human characters from the Mushroom Kingdom (possibly also serving for Daisy's inclusion?) The need for more human characters went so far as to consider a WaPeach or even a WaDaisy before being dismissed by Miyamoto. Waluigi's relationship with Wario is unclear, they don't appear to be brothers like Mario and Luigi, he basically serves as Wario's evil friend.

I have a theory that ARMS is never getting a fighter in Ultimate unless (ARMS) gets a sequel and shows that it can be a successful franchise. Think about it, if an ARMS character got playable in Ultimate and then the ARMS series doesn't get a sequel you basically have a fighting game character (from a single game) trapped in a way more popular "fighting" game that isn't its own series (if the idea is that if all characters would return for an Smash sequel to Ultimate).

Toby Fox couldn't even secure a Nintendo release of Undertale in 2015, it was explicitly turned down and they didn't even reconsider it for the Switch until about a year later (at least). If they wouldn't have released the game on their platform, they're not about to add it into one of their flagship 1st party franchises.

No idea, as far as I know the reason was never made public. All I know was that Toby said he wanted to pursue a Nintendo release, and then later said the talks fell through. At the time it was assumed that it was too small of an IP (this was early after release, even with as much of a fad as it was it wasn't believed it would go as far as it did). Given that it was eventually renegotiated for a Switch release I think it was moreso that Nintendo didn't want to publish anything that might sell well on the 3DS so soon before they announced the Switch, but giving that reason honestly would have shown their hand way too early. It's more than likely to be a combination of both: it was later proved to be a valuable IP that would offer profit from a port, and they held off on reconsidering it so they wouldn't leave it on the now-dead 3DS.

This is really important. Smash 4 had a huge issue where you could tell they were running out of characters to add, so instead they kept trying to add in the latest trends.
Here we have Ridley, Simon/Richter and K. Rool, all classic legacy characters. Inkling so far is the only trendy character that has a full moveset. Hopefully this trend continues.
