I think it is because of how a few things interact together.

States are made up of multiple provinces.

In a peace conference every winner receives points depending on war contribution.

It is only possible to change government, liberate, puppet or annex a nation take some states.

States have an associated cost which is payed with war score depending on war contribution and only whole states can be chosen not single provinces.

There is nothing else to spend the war score on aside from territories.

The peace conference AI is pants on head retarded and doesn't care about where the states it takes are located even if that means they can not supply the area.

It is possible that the cost for states is lower for the current occupying nation, which can be worse considering the way occupier is chosen is beyond comprehension

As an example: Germany attacks France trough Italy.

I see two issues, states become occupied by Italy because Germany moves trough their territory making those cheaper for them or states where Germany arrives first become occupied by them leaving you with a green/black polka dot France.

As if all that wasn't enough everyone, I repeat everyone, who fought against a nation or faction sits at the peace table.

Which wouldn't be terrible if not every state is open for grabs by everyone if they can pay the price.

Meaning: If Mexico invades an Allies US and the Axis defeat the Allies, as long as Denmark joined the Allies and Mexico has the points they could take Kopenhagen and if nothing else is left the AI fucking will.

Which by the way is really stupid, since even assuming a complete capitulation of the country, there's no way in hell that the invaders can keep the entire place pacified after the war, so instead of having actual war score that reflects what you've done through the war you get these situations where the AI will just try and annex any state neighboring its territories with no relation to whether they're useful land or not. Another horrible thing of this system is that, in multiplayer, it allows two players to basically pass their turn to accumulate their war score indefinitely, so you can get situations where, like the other anon said, Germany pushes through Italy into France and maybe let's assume that Belgium goes fascist and attacks it also, capitulating the country, now Belgium and Italy get the highest war score because it technically was them that conquered the victory points despite the Germans doing all the work, two live players can just take all the war score and annex the entirety of France and the German player can't do shit about it.

Also Warscore only takes into account your losses compared to the enemy's and territorial occupation, so let's say you try and just play a support role via sending your entire navy and army, which also nets you a lot of casualties, the game though doesn't keep track of them, only of ground units, meaning that you could easily beat Japan as America but then some sneaky Chink could get to mainland Japan earlier than you and claim more shit.

But HoI4 is only for memes and casual multiplayer.

Since southern Italy is De Jure Byzantine land it wont affect it (they are seashore provinces so the naval path will apply to them too), the islands depend on how harsh you set the game rule at the start but they must be connected by a naval path of less than 1000 units to your territory.

I believe this change aims to deal a BIG nerf to hordes (finally) since they can expand like the cancers they are but once the khan is dead it will fragment very fast and very hard, mimicking real life nomads.

- Slavery is broken and will either do nothing or lock you into a negative modifier that causes constant slave revolts.

- Once garrisons/whatever they're called become available, you'll see an ocean of no-upkeep forts in every mid-sized power, making wars into atrocious slogs.

- Sacking cities is worthless unless you have slavery (which is broken), so you're better off just using the events as an infinite prestige farm.

The dev also briefly bailed on the mod when Imperator was announced, but he came back when people pointed out his mod will probably be the superior product.

If you want a challenge though, try to get Persia's historic borders at the end of Cyrus' life. Even with all the claims and beefed up CBs, it's pretty rough. Though I guess it would be pretty busted to just let you integrate all of Babylon with minimal effort, even if that's what more or less happened in reality.

As I understand, the Byzantines were in the middle of a succession crisis when the events of the Fourth Crusade occurred, so it was easier for the crusaders to conquer them since they were already divided. Not to mention that the empire was also in decline at that point.

I think in the allow section you don't need limit = { is_core = CAT }, just use is_core = CAT

limit is when you are in the effects section and have to specify that something is conditional, in the allow/potential section the conditionality is implied.

Just set your first decision to give 10,000 prestige for testing purposes and you'll see if the effects fire properly. Then you can figure out what you want the triggered event to do.
