Have you BEEN to the rural south? There are parts (like Eastern Kentucky) that are not only near-third world in quality of life, but fucking revel in it. My experience with the educational system as it is is that it's a fucking joke.
As I said in my previous post it needs to be improved. However you can't blame public schools when the local culture turns a blind eye towards or even advocates for ignorance and absence from schools, public or not.

I don't think the kids or their parents are retarded, but I do feel sorry and angry for people stuck in a positive feedback loop of culturally ingrained ignorance that will be difficult or inpossible to break away from. I've met so many kids at offsite programs who are incredibly intelligent and latch onto scientific and engineering concepts shockingly fast, but I have no way of reinforcing these things in the long term. There's ways around your problem, but only on a small scale and they'll take a good couple years to get started, compost all your non meat food waste. Given a few years that'll give you some clean soil to grow with, and if you get enough rainfall (I've no idea about the climate in Kentucky) you can get a big drum to funnel caught rainwater into, keep it shaded and it'll keep well enough to water plants with.
