All you anons seem to be forgetting something. When learning to draw humans the best possbile method is through nude models. For porn artists, models are a godsend. Now I wonder if there's some country out there that is the main source of drawings of children in sexual situations that had no law against simple possession of child pornography for the vast majority the time they produced said drawings?
Odds are, most of the best lolicon artists used references. CP was easily available for some time in many of the same shops that sold hentai. With no legal reprecussions, high tier loli artists would be at a competitive disadavantage without reference materials. It's already known this happened and probably still happens despite the recent illegalization of simple CP possession. The only unknown factor is to what degree.
