I'll give it a try since I have a large collection of both.
I think it's because there's a few gray areas where they can mix. The muzzle is usually the biggest indicator but even then there's some kemono art that won't have it. I think I have a good grasp of what is kemono and what's /monster/ material though. I uploaded my collection of both in the Share Thread a while back and didn't really have any complaints from what I've read.
Anyway I think what many people get wrong is that they think /kemono/ and /monster/ material is on a horse shoe. Where one side is /monster/ material and the other is /kemono/ material. However when you look at the extremes of these you don't get that at all. For monster girls, you get things like the Beelzebub from Monster Girl Quest or various angels in that game. Essentially pushing the monster and human ratio to the limit without going /xeno/. On the other side of that spectrum you have kitsunes and catgirls which most people consider very tame. They might as well just be accessories at that point. For kemono you have feral characters and talking animals on the extreme side while on the other side you have very humanoid characters with a few animal features, mainly covered in fur, and maybe a muzzle/snout (a large majority do have this). There are also the differences of monster girls being made from bizarre concepts that represent nature or how anthro characters are just made the way they are to instantly tell the reader what a character's personality is like but that's dependent on the writer/artist and that's a whole different conversation. A look at Mizone's art is a good example of someone who draws bother kemono and monster girls. You can tell some of the differences while reading them.
