No that was pewter(?) who took action. Mark said he would do something in an earlier meta thread, but never did. The bans were the result of the vol and not because of Mark's instructions to do so. And the vol did undo the bans if you checked the logs. There is a difference, and its not unique to so-cal, the most southern parts of Texas are similar.
