I'm not defending Morrowind's combat system at all, but in an RPG a designer has to make decisions of if the burden of knowledge falls of the player or the player character. So for example a crafting system that requires you to find recipes puts the burden of knowledge on the player character while a crafting system that just requires you to have the ingredients puts the burden of knowledge on the player.
Putting the burden of knowledge on the player character usually leads to a more immersive experience. Like how in rogue-likes potion effects will be randomly assigned to colors so every play through your player character will have to discover what each potion does.
What Morrowind's combat system does is it tries to distance the player's skill from the player character's skill. It doesn't matter how good you can click on an enemy if your character doesn't know how to wield a weapon. Was it implemented well? Probably not. Does that mean that any dice rolls for combat is inherently bad? No.
