You can't standardize game systems though, they're too varied. Like just for a random example the 3DS has two screens and one is a touchscreen. Also 3D and accelerometers and games use them, sometimes with good reason. How is half of that meant to be cross-compatible with something like the Vita, and conversely, how are most Vita games meant to run well on the weaker 3DS? At some point you do need divergent systems with clear indication of what's expected to work on them.
Hardware revisions, big deal. Price tradeoffs for power, battery, etc tend to lower with time so revising an older design makes perfect sense. Whether it's worthwhile for you to pay for it is a separate issue but you are under no obligation to go through phone upgrades either.
Oh and on phones, yes they all tend to run the same apps but it's also true they mostly adhere to a lowest common denominator. Few games use add-on features like gamepads or anything that doesn't appear standard, the decent ones tend to be expensive, and the platform is largely a dumping ground for low-effort, adware, and the absolute worst in the way of microtransaction bullshit.

It wouldn't surprise me in the slightest if the game had a legitimately great combat system but doubt took over the team, pressure from people who write the checks got to them and they said we have to dial back X, or tone down Y, or remove Z and no doubt mention of "we have to be more like arkham, people like arkham." Breath of the Wild, praised at first but in retrospect a lot of problems now surround its discussion.
