Licensing rights perhaps? E.T. proved a very popular film, and I'd wager that, regardless of how the game turned out in retrospect (hindsight being what it is), I'm sure a number of companies would have been looking to jump on the rights to make money off it for a game "adaptation". Also, note that that $22mil in 1982 was apparently $55mil worth of a cost in [CURRENT YEAR +2], and probably somewhat more now.

Said price actually blows the movie's own budget out of the water at that. Apparently the movie cost about $10mil to make, but a year later had pulled in almost $620mil worldwide in profit. Depending on how much of that profit was made when (both the film and Atari game being 1982 releases), I can see how Atari might have had less qualm than they should have towards dropping a huge amount of that $22mil on just the license, if it stood a chance to rake in similarly large profits for them. Also the factor that if memory serves Atari printed off WAY too many copies of the game, which could also have eaten a good bit of that budget on which they wouldn't see a return on.

Games didn't start costing 1 million until the late 90s.
In the 80s, for the most part it was 1-2 guys sitting in a room programming for 3-6 months and that was it.

If you've started with a new IP like Starcitizen, then it wouldn't be a good idea as it prevents you from having a sequel if it fails to earn that amount. Investors would prefer to invest in cheaper projects with a short deadline.
It also seems that developers tend to be creative with the limitations of smaller projects.

I'm not even going to try to defend SC. They clearly can't handle the scope of their project, and have slid the campaign directly into an illuminati money laundering pyramid scheme.
That said, I think all AAA games should have the scope and ambition of what Star Citizen "claims" it will be. I want to see companies gambling hundreds of millions of dollars and tens of thousands of careers on hail-mary overdesigned shots in the dark.

Yeah no, it might well be a complete mess that runs at 5fps all the time, but still a quite enormous amount of work went into what they have now.
