Because in Fallout lore, power armor is like a two-legged tank which enable its user to carry heavy weapons and a fuckload of ammo while giving him superior protection. Fallout 3 and New Vegas power armor are more like Oblivion's heavy plate armor because the engine is shit. Gotta say power armor is one of the sole things Fallout 4 kinda did right, and even that is half-assed because of depleting fusion cores, as power armor batteries is suppose to last centuries.

First of all, for fixing something with mods, you will need mods! But Bethesda fucked up the mod community so bad 2/3 of them just went back to Skyrim to make vore porn.
Second, i literally had 150+ mods for this shit, but it's still was fucking empty! Most of the bugs was so fucking hard coded the mod teams just fucking gave up on fixing them! I'm not joking!
Third, noone care anymore. every single patch fucked up the mods and the wicked act to monetize mods just bled out the community.

If you play it like STALKER and not Fallout, it's generally better. The voiced protag is alright is you get a mod that actually shows you what the fuck he's going to say, and if you pretend you're some deranged man who's possibly half insane because his entire world is fucked and his son is older than him.
Also, the Pilgrim .enb and NAC give it a spoopy tone.
All the quest mods are garbage because people don't know how to make their shit seem like it's integrated into vanilla. Everything feels out of place.
There's a mod that makes settlers build settlements for you, and well at that. You just zone areas like Sim City.
