If I recall correctly, you needed to set the IP of a server acting as a distribution hotspot as your DNS. You could do this with your own PC.

Unlikely. This exploit utilized the GTS, which went down in 2014. The fact that you use a DNS means, if I'm not mistaken, that you do not contact a Nintendo server first at all, which should mean that the GTS's status should not affect the viability of the exploit. Even so, the exploit stopped working for me around that time.

I remember a website that would tell you to set the DNS on your DS to their specified DNS IP and use it to create a sort of fake GTS that let you "trade" pokemon to their server and let you see all its stats like IVs and EVs. I say "trade" because the trade failed, but their site still got the info about the pokemon. I had always figured something like that could be done after the GTS closed down, but I can't find anything. I would like to unlock the event paths in the Pokewalker, maybe get a flying or surfing Pikachu. I can't find any information about something like this, though.

All the distributions so far have been through codes, with the exception of the QR thing for Magearna. If you want event pokemon get a hacked 3DS and PKSM. It lets you generate event pokemon as if you got them from the event.
