Maybe heat up a pin at the head and work it in to the ball in arm side then heat up the sharp end and slip the hand on to the sharp of the pin

You could try a pin vise and a small diameter drill bit; like 1 mm or 1.5 mm to start. Drill hole in both broken parts then use thin metal rod, like a large sewing needle, eyeglass screw with head cut off, or metal turkey skewer cut to fit. Start with small diameter drill bit so the repair rod you use will fit snugly.
