I've had two successes using different methods.
1. Taking a chance on a lady I met through Fetlife after going through countless flaky and questionable people. She was kind of a lousy tickler, had zero charisma and was mostly silent during the two hour session. She focused on the spots she liked and not my most ticklish areas, including some obvious sour spots. Despite my asking not to she mixed bastinado into it. And afterwords I found out she was on the sex offender list because she got into a fight at work and started tickling the guy.
2. Asking a massage therapist to do tickle therapy. She's not into tickling that way and it'll never be anything more than tickles on innocuous places (no nipples, navel, etc.) but it is still an amazing experience every few months.
My experience suggests it's easier to find someone open minded and introduce them to tickling in some capacity than it is to find a like-minded tickler. People into tickling are generally kind of dreadful.
