And, that last line is the problem, really. With very few exceptions, twists negate whatever happened before them. To throw around stupid buzzwords, twists tend to deprotagonize the PCs. It can be done, but you have to make sure that the twist happens before the climax, so the players are given an opportunity to act in a way that affects the "real" story. Unfortunately that doesn't follow the GB format, where the twist would usually come as part of a denouement when you'd normally be past the point where choices matter much.

It doesn't have to be exactly like Goosebumps, just inspired by. It can have twists without them needing to be final or turn everything upside down.

Outside of RL Stine's goofy sense of humor, Goosebumps is pretty much just horror cliches and twilight zone twists for kids. So a game like little fears or even WoD Innocents, or any of the Stranger Things-inspired RPGs about kids dealing with the supernatural can all be successful used to emulate Goosebumps.

Little Fears you can make super dark, but you can go the goofy direction as well. The biggest reason I suggested it is that there are already mechanics for teens and adults who don't believe, and trying to get them to help you.

Little Fears in a goofy direction does have a Goosebumps feel. But I think it's aiming slightly younger? It says characters are 6-12, while Goosebumps protagonists are at the very upper end of that, without innocence/belief in monsters any more. Goosebumps is the point where the kid has an adult voice as narrator, but is still treated as a kid by actual grownups.

But maybe that's what the 2 innocence at 12 represents? Able to believe X-Ray Specs just about, in an "It can't be real! But it's working!" awed kind of way. No longer afraid of monsters under the bed but still spooked out walking past the haunted mansion on her own.

As far as player autonomy goes, I'd run it like Paranoia. Goosebumps wasn't really meant to be taken too seriously, even if a few stories had some genuinely creepy elements. But I wouldn't try too hard to make the players feel like choice matters, that's antithetical to Horror, to me.

Every RPG dealing with kids and horror has mechanics for that and "innocence" is really stretching it since the age average for protagonists in Goosebumps is 8-12. The TV show can stretch that to teenagers too because of the actors.
