It really depends on how you like to play, that's really it. You may hate the say for example the Force-A-Nature but love the Babbyblast or like most stick to the deffault scatter gun. Just depends on what kind of game you try to implement.

Current use: Not used regularly.
Intent: Backup/Finisher
Actual use: Well, the SVF doesn't have much initial appeal to players. It does what the Pyro normally does more efficiently with another weapon. However, this weapon's function is to serve as a last-hit finisher for enemies who will barely survive. If you don't connect with a constant stream of fire, the afterburn of the Flamethrowers is nothing special. What this weapon does is it takes that afterburn and gives it a little bit more initial oomph (or Mmph) behind that burning. While it's not the best option, it is useful against enemies who deal knockback like Scouts or Loose Cannon Demomen.
Ideal Situation: Anti-knockback, finisher
Unideal Situation: Using it 24/7

It is better to just hit them with the stock fire axe because the increase to afterburn damage is less than the loss of damage from stock to SVF. The weapon is underpowered. If it got buffed to have intense afterburn damage (10/second or so), then it might be worth something.

For pvp it mostly depends on your playstyle; you can make most weapons work if you play to their strengths and git gud.
That being said, volcano fragment, sun on a stick, panic attack, and the natascha are all weapons that have better alternatives for essentially the same playstyle, or no playstyle where they shine.
mvm is an entirely different story, as many of the playstyles that work against a small number of human players do not work at all against a large number of bots; the question for mvm isn't which weapons are shit, but which ones are good enough to use.

The difference is me starting in front of a bad pyro with a phlog or backburner and still strafing them down with a degreaser. The difference is me going onto trade servers to buy phlogs so I can scrap them. The difference is a sledge instead of a rake.
The difference is that only good pyros get called "W+M1" anymore because you can't handle the strafe game. Remember, if it were actually W+M1, you could win with just S+M1.
