Why is no one talking about this?
It's been 3 or 4 months since Microsoft (Outlook, Hotmail) began blacklisting incoming emails from VPS servers and small IPs. Even Windows email servers running on Azure can't deliver mail.
People who had been running their email systems for years, with all anti-spam checks in place, now see their servers blacklisted.
If sysadmins follow the official forms to request blacklist removal, you are replied back with a "fuck you" by a bot:

Is this the beginning of the end of federated email as we know it? Are they trying to drive competitors out of business?

Holy shit, thanks for the link anon. I run postfix/dovecot for a small business and people reported problems sending emails to hotmail.
At first I thought my DmARC/DKIM DNS configuration was wrong (I've never figured out that shot tbh) or that Gmail wasn't as stringent as Microshit, but now I think this explains it.

This is the only other source I have been able to find so far, but the MS forum thread shows it's a kinda general/global block

Fucking incompetent pieces of shit. They probably just fail to filter out spam/scam emails, so they decide to just block everything.
Btw, I don't know anyone who actually uses outlook.com or hotmail.

I wouldn't be surprised that's the case.

Probably cause they're shit at blocking spam.
Seriously tho, https://answers.microsoft.com/en-us/outlook_com/forum/oemail-oattach/hotmailoutlook-block-list-s3140-blocks-all-new/699f3a56-406e-4804-97e2-cbe23b9bb01c shows that costumers of small businesses who manage their own mail are affected, since they expect to receive some shit on their inbox.
Not receiving legit mail is reason enough to fucking use a different email account. It's the Type II error in statistics.
