You can do that on several registrars, but you would have to falsify your ICCAN info.

Your ISP will track that you made all of those HTTP requests, even if the data is encrypted and you are going through Onionland because they probably have a database of known tor nodes.

Tor provides a database of all Tor nodes. That doesn't compromise Tor. At best they would know he was running a hidden service and probably not even that.
