Who does it, Apple? There is a fundamental difference between software created for GNU/Linux and for OSX or Windows which is money - proprietary software forces you to pay money for it or spies on you and then sells your data, free (as in freedom) software can't do that. If people using Photoshop gave half the money they pay for it to fund development of for example GIMP, they would have much better program respecting their freedom. An important factor is also creativity and project management - money is not enough, guys from Libre Office have this problem and that's sad. I think that's because they blindly copy Microsoft Office, instead of inventing something new, easier to use.
This "creative" software is a big problem in our community, because it is hard to replace - Adobe, Microsoft, Apple, etc. have been working very hard to make users dependent on their software, for example by pushing it to schools. People are also lazy - they don't want to change, what they're already using and they want to have a ready product, so they won't invest their time and money in creating an ethical alternative.
