I'm sure Q actually describes the continuum as such in TNG, and there is also the episode when they temporarily turn him into a human as punishment for going against there laws. Its kinda weird because the Q are omnipotent but at the same time a kind of collective, Q wanted out of the hivemind and to break free from their boring ways - or so he says. Thats how in VOY he ends up basically creating a war in the continuum, but yeah VOY is shit.
Q isn't just trolling Picard, he's testing him, and Picard learns a lot from him, he just despises him because he knows more than him. Picard is rational, logical, acts within reason and dignity. Q is the opposite of that, he's all chaos with no reason, he laughs at such lowly human concepts and shows Picard truly how little he knows and how powerless he is in the grand scheme of things. I really like the last episode when Picard is teleporting through time to all the different parts of his life thinking he is going insane. But in the end it is Q showing him just how fragile the so called laws of physics or even reality are, and that the final frontier is not space, but consciousness itself, and Picard manages to realise it through his collected experiences and ascends to a new level of being for a split second before being back there on the bridge and engage we're away again.

The episode where Q shows Picard his life is clearly the latter, where the episode where Q becomes mortal is the former. What happened when Q introduced the Enterprise to the borg is an open question. The popular opinion is that Q did it to get Humanity ready for a very pressing threat (I think this is the case), but the episode itself makes it sound like Q made it worse and accelerated the Borg encountering the Federation, all just to prove a point to Picard.
