Watching season 1 of TNG. One of the episodes has Picard get offended at Data IIRC for being dismissive of the French language. And Picard says something like "The French language was… blah blah culture etc"

And he also speaks French to someone in another episode of season 1 I just saw as opposed to English. Based on his attitude to Data mentioned above and the word 'WAS' I take it to mean French is gone as a language, and everyone does just speak English.

He speaks English because Patrick Stewart is English is the real reason. An in-universe explanation is that globalism has caused all the different languages to slowly vanish over time as everyone just adopted English and gave up part of their culture for muh economy and muh efficiency.

This is basically it. In Star Trek they basically say that French became an obsolete language overtime like Latin. Picard learned it as a kid but he learned it like at school he didn't speak it at home. Hence why his family all also speak English despite living in France.

I wouldn't be surprised if that was already the case to some degree. Geordi sounds like an American but canonically he's from Africa. Picard is from France but sounds like he's British. Admiral Nakamura had an American accent as well and was most likely from Japan.

How does the universal translator know when a person is intentionally wanting to speak another language? Like if Worf says "My people don't call them ducks they call them krgh'ktov!" why doesn't everyone hear "My people don't call them ducks they call them [ducks]!"?

Universal Translators are probably not given to everyone, especially children, seems more likely that they would learn their own language first and later on get a translator, and it is probably much more common within Starfleet than within the rest of the population..

Personal headcannon for this is they speak in an olde klingongi dialect that the translator has trouble with when in front of feds to keep them in the dark.

In amok time (yeah older model of UT but whatever) the old vulca n bitch is heard talking like she's reading a KJV bible, presumably because she's using an older dialect of Vulcan.

And the translator translates that accordingly, and is able to mainly because the UT especially the early models if not Vulcan. In origin were probably based on the old Vulcan UT units that allowed them to make nice with cochrane back in the day.

It's a dodgy theory, but it's the best I've got.

Dramatic flair. World building. Its part of the vernacular, same as many french phrases and terms are part of the English language, like "Coup de Grace" or "au contraire".

Or it could simply be that the translator has issues with metaphors and phrases who's meaning can change based on context. Or stuff that there aren't words for in the english language, which could be why a Bat'leth's often get refereed to as swords.

I'd chalk that up more to education than every kid just having a universal translator. Look at all the rich kids from foreign countries with British accents from boarding school (most notably with Saudi princes and the like). Picard no doubt went to some kind of stuffy school in Britain.

Apart from the usual explanation of the universal translator being unable to translate certain words or phrases properly, there could also be some program in the UT that decides to omit translations for some words on the basis that they don't really require it. There's no reason for it not to translate Qapla'! into "Success!" or "good luck!" because it's a very simple word. But it has a multitude of different applications, so it makes more sense to just leave it as is rather than try to figure out the appropriate translation for every scenario.
