Why not just order the computer to make a holographic slave that has full consciousness and awareness, and can freely want whatever they want, but lacks free will to fully disobey?

Then they're not broken used goods like the Orions will sell you, that just meekly do as they're told. They can still be broken to your will if you want, or you can leave them loathing you for enslaving them. But without the hassle of stopping them from killing you or escaping.
