There's rumors that these klingons are based off pic related from the old Phase Two stuff from the 70s that became the Motion Picture, so I guess this design pre-dates TNG.

No idea why they went with it though, the TNG klingons have a great design, these just look like videogame mooks or something.

Those books were such a mixed bag. Some times they were incredible and very much TOS Trek, and sometimes they were just foul as fuck and as cringey as Twilight. At one point David has a Hank McCoy Beast expy (a sentient mugato who talks like Beast) running around killing people because he was in love with M'Ress, the cat woman from the animated series, who David had Red Dwarfed (via some sort of stasis pods) into the series, along with Mr. Arex.
