Somebody forgot that you can buy or rent small plots of land in SL, didn't they? Hell, get a Premium account and you get a 1024sq.m. parcel for $6 a month.
A lot of the more successful RP sims started as small mainland parcels, then as they got more people, and more support, they'd grow little by little until they were big enough to get a whole sim of their own.

Still, these parts are problems whether you're running a small RP area, or a full sim. SL really does have fewer people online these days. Even when SL was at it's peak it wasn't easy to find good RPers and you still had places filled with silent avatars standing around waiting for someone else to be interesting for them.
Your best bet is to find a few friends you like hanging out with and get them involved so you have someone to RP with.

Most of our sessions are roleplay heavy, we only use a simplified system for rolls during combat, everything else is just me setting up a general idea for a scenario and everyone else contributing their own ideas and driving the narrative to where our group wants the story to go through their roleplay. Get two premium accounts. Toss the 1024sqm parcels you get with each into a single land group.
If you pay for it all up front it'll be a bit expensive ($72 each account) but it comes out to about $12/year for 2252sqm of land, and about 700-800 prims.
Better still, don't spend the stipend, save it and cash it out before your tier comes due next year. It will come out to about $60 per account that you can put towards next year's tier, meaning what you're paying for that land suddenly drops to $2/month.
If the initial cost of two premiums is too much, just get one the first year, then in a year buy a second. No need to do it all at once.

That's why I pointed out in the example I gave it was only $12/mo for the first year, before dropping to $2/mo. And that's for two Premium accounts. You could just do one for the first year for $6/mo, then the second year when that drops to $1/mo pick up another premium for a total of $7/mo for a year before it drops down to $2.

Sure, I'm not saying you don't get more land for less in OpenSim. The trade-off is just that fewer people use OS, so it might be harder to get people to RP with. But if you can get an RP going in Open Sim, I'd say go for it.

as far as the monsters, there has been plenty of convo in chat about how all the monsters are timid as hell. like adventurers walking the caves with weapons drawn and monsters will walk up to them like 'HELLO MISS NICE DAY IS IT NOT.' sworn enemies "lore-wise" just hang out in the tavern without incident. no one does anything.
sl rp is like a bdsm orgy but everyone is a sub so they all just stand around and silently stare at each other with pleading eyes. and the ones who are looking are autistically specific. just now i was in a sim with someone, we shared interests, and i asked if they'd like a scene. we went off and they poofed before anything even started. who knows why, maybe my hair color was wrong or they didn't like that i was wearing a tank top instead of a sweater or whatever dumbshit reason.

Every time it's the same "I wish for a darling little submissive girl to be my precious little one to spoil with romance and ten hours of para-rp build up referencing my terrible backstory and then she will be my rp gf" types that turn up. At a literal "use these sluts like meat" event.
If there was one piece of advice I could give to anyone taking their first steps into monsterhood, it would be avoid the urge to play a gentleman/civilised/human-like monster. Accept you're a villain and act the part. Some nights when TGK is flooded with subs, I'll hop on a monster alt and get play almost instantly. Pretty decent quality quite often too. You have to be willing to operate on the understanding that the sub probably doesn't want to fully consent, and almost definitely doesn't want to be your new long term pet.
Bam! "Thank you so much, I want to do this again, let's be friends". Easy mode.

There are 2 groups that already run sims, but should you want to make your own you simply need to purchase the rights to land with $L
Different places will let you rent different things. Full sims cost the most, some places let you rent partial chunks with a limit on how many objects you place.
If you want to just have a little house to fuck in, just buy a skybox somewhere and furnish it. That's the cheapest option.
If you want to get a bunch of people to congregate on your land and have the ability to build structures/design a whole sim, then by all means do that (and post the sim here when you do)
