Well seems like the new manga at least has some good old fashioned goofy humor, that's one thing to rejoice about

their new Motoko (not that Gally-looking girl, she's a newbie) looks like shit (by which I mean Scarjo) and they're introducing more confusing terminology between the net and the internet, though

Yeah. I'm not sure how to feel. It's fairly light hearted which is better, but it feels like a bunch of teenagers bumbling around. Almost like it was trying too hard to make up for the lack of it in the last few decades. The designs are also pretty meh, as you pointed out and the conflation between the internet and the net in GITS is especially annoying. I also really am just not a fan of people using smartphone style messaging and such in these things; yes it reflects todays technology but it also just makes it feel far too contemporary.

I do like that they're bringing up the ESPer stuff, but I also feel that it's a bit too on the nose. Still, a magic user is a neat addition to Section 9.

Well Shirow said he still had enough notes for 30 chapters after 1.5, so I'm gonna say that this here is largely based on his notes, but they may not remember some finer points of characterization and terminology so they're making up what they don't understand. Which is why there's some confusion in spite of the fact that they put an ESPer in there, and the tone isn't quite as smooth.

Anyway I strongly appreciate the fact that there's a proper witch in S9 now. That'll shut up all the dorks who say that GitS isn't supernatural.

Alright quick rundown, may not be 100% accurate

"the nets" stands for the interwebs, and they use the term "neuronet" to refer to the big psychic thingie.

The girl we see talk to Batou isn't Motoko, it's a remote-controlled body piloted by Ishikawa.

The plot is roughly as follows: S9 finds a dead Motoko body, they investigate the anti-prosthetics shinto sect she was trying to infiltrate, Tsunagi tags along with them cause the Channeling Agency told her to, shenanigans happen.

They get attacked by goons probably sent by a chick who's trying to run for mayor and really likes prosthetics (Bouma and Paz are tasked with guarding her and they don't like her) and the goons get attacked by a huge albino guy.

The boss of the sect is bros with the albino guy, and both of them turn out to be bioroids made by a super-secret revolutionary organization called Yomotsu that did stuff during the war. They got the torso of a broad in a tank, dunno what that's about.

Motoko/2501 contacts Tsunagi with her psychic powers, tells her in needlessly cryptic terms to go find a secret base in the ocean. She and Togusa go there, she remembers everything, turns out that she's one of the bioroids made by Yomotsu but then the Channeling Agency grabbed her and erased her memories, and the boss of the Channeling Agency tells Aramaki about it.

But then they get attacked and Togusa gets fucking shot in the head.

Batou and Ishikawa are in kansai, they get into a slapfight with the yakuza, then find out about an underwater base possibly sponsored by the mayor broad, not sure, and sneak in.

And that's about it for now.
