The answer is no. The CIA is not involved in this operation. It is a part of the U.S. National Security Agency (NSA). In fact, it is the NSA that is responsible for the bulk collection of Americans' phone calls, emails, text messages, and e-mails, as well as other sensitive information, such as the names, addresses, phone numbers and email addresses of people who are in the United States at any given time.
