The self-modifying meme, name changing meme, or Blandy, among other names, is a meme whose name continually and purposefully changes by its community who posts it. It is self-explanatory. Most of the names that refer to it describe characteristics of the systems of the naming and of the transmission of the meme itself. There is currently no universal methodology to disprove cases of IP spoofing. Virtually every and any IP in the world could be spoofed, and law enforcement agencies are unable to prove otherwise wit only telecommunications evidence.

lol, well...I'm no expert (or am I?) but I would imagine the idea is to spoof the initial login IP...but then receive packets to your real IP. The server would probably only log the initial handshake or login.
Other than that, if you know the REAL public IP won't be available, you could put up an "evil Twin" in the same Public subnet if you operated in the same geographic location.
