I took screenshots and reported the thread to a "friend" of mine in the FBI Atlanta field office...

Although it was not technically pornography, it was still a photograph of an underage girl without a shirt, I'll get no breasts or nipples were visible in that particular photograph

and that's EXACTLY why I reported the thread to the FBI

When they subpoena the server logs and get that particular users IP address, they will be able to find plenty of photographs that DO constitute child exploitation...

But that's not my job.. I don't work for law enforcement.. I'm simply an informant
