Hitman for drug lord Escobar dies in Colombia

Bogota (AFP) - Pablo Escobar's most notorious hitman, known by the nickname Popeye, died on Thursday at age 57 after a life of crime he celebrated on YouTube, Colombia's prison authorities said.

Jhon Jairo Velasquez had boasted of killing hundreds of people for his "boss" Escobar, the infamous drug lord killed by Colombian police in 1993 while on the run to avoid extradition to the United States.

Velasquez died at the National Cancer Institute in Bogota, where he'd been receiving treatment for stomach cancer since December 31.

He spent 23 years in prison after giving himself up to law enforcement authorities in 1992 but was arrested again in May 2018 on accusations of "conspiracy to commit crime and extortion," prison authorities said.

Velasquez had been a close associate of Escobar as he ran a drug empire from Medellin that exported thousands of tons of cocaine to the US, making him one of the richest men alive during the 1980s and 90s.

Escobar responded to efforts to extradite him with car bombings, kidnappings and assassinations targeting political leaders, journalists and judges.

Escobar was shot dead by Colombian police on December 2, 1993 in Medellin, his home city.

In an interview with AFP in 2015, Velasquez claimed to have killed "at least 250, maybe 300" people at the behest of Escobar.

Velasquez made a name for himself in prison for his eloquence and the tales he told of his life of crime.

Once out of prison, he launched his own YouTube channel called "Repentant," which had more than one million subscribers.

He was re-arrested in 2018 on the extortion charges, taken into custody at a party hosted by Colombia's head of drug-trafficking investigations.

China seeks patent on U.S. drug to fight virus

Scientists in the city at the center of China's virus outbreak have applied to patent a drug made by U.S. company Gilead Sciences Inc. to treat the disease, possibly fueling conflict over technology policy that helped trigger Washington's tariff war with Beijing.

The government-run Wuhan Institute of Virology said this week it applied for the patent in January along with a military laboratory. An institute statement acknowledged there are ntellectual property barriersbut said it acted to protect national interests.

Granting its own scientists a patent might give the Chinese government leverage in negotiations over paying for the drug. But it also might fuel complaints Beijing abuses its regulatory system to pressure foreign companies to hand over valuable technology.

On Thursday, the official Xinhua News Agency said clinical trials of the drug, remdesivir, were due to start.

Gilead, headquartered in Foster City, California, said it applied in 2016 for a Chinese patent on use of remdesivir against coronaviruses and is waiting for a decision. The coronavirus family includes the novel coronavirus, or 2019-nCoV, blamed for the outbreak in Wuhan.

Gilead has no influence over whether a patent office issues a patent to the Chinese researchers, said a company spokesman, Ryan McKeel. Their application has been filed more than three years after Gilead's filing and will be considered in view of what is already known about the compound and pending patent applications.

The institute said it applied for a patent that specifies the Wuhan virus as the drug's target. Gilead's patent application, filed before the virus was identified, cites only the overall family of coronaviruses.

The Chinese researchers made their patent application from the perspective of protecting national interests, said the institute statement.

Relevant foreign companies plan to contribute to China's epidemic prevention and control, we both agree that if the state needs it, we will not require enforcement of rights given by the patent,it said.

Gillead said last week it was working with U.S. and Chinese health authorities on studying remdesivir. The company said it has provided the drug for emergency use in a small number of patients with the Wuhan virus in the absence of any approved treatment options.

Remdesivir was used to treat the first U.S. patient with the new virus by doctors at a hospital north of Seattle. A detailed report on the patient's symptoms and treatment was published in the New England Journal of Medicine. The man has been released from the hospital and is recovering at home, but it's not clear whether the Gilead drug helped him or not.

The institute said its application was filed Jan. 21. Two days later, Chinese authorities suspended most access to Wuhan, a city of 11 million people. That lockdown has expanded to surrounding cities and some in other provinces, isolating a total of about 60 million people in the most sweeping anti-disease measures ever imposed.

China has the right under World Trade Organization rules to declare an emergency and compel a company to license a patent to protect the public. It would be required to pay a license fee that is deemed fair market value.

The government might be able to avoid that fee if the patent were granted to the Wuhan institute, part of the elite Chinese Academy of Sciences.

Mr Farage has already said he intends to spend much more of 2020 in the United States, presumably to campaign for President Trump. In the meanwhile, he has also vowed to keep an eye on British politics, promising to stage a comeback if the nominally conservative government of Boris Johnson breaks its promises on delivering a real Brexit.

CBP in Puerto Rico Continues to Seize Counterfeits; including Fake $100 Bills

.S. Customs and Border Protection (CBP) Officers and Import Specialist seized 138 shipments of counterfeit products during the month of January, including stacks of fake $100 bills.

“CBP alone cannot stem the tide of counterfeit and pirated goods,” indicated Leida Colon, Assistant Director of Field Operations for Trade. “All private-sector stakeholders have critical roles to play and must adopt identified best practices, while redoubling efforts to police their own businesses and supply chains.”

Among the fraudulent merchandise CBP officers seized are watches, jewelry, bags, clothing and sunglasses that were illegally using known brands such as Cartier, Adidas, Rolex, Dolce & Gabana, Gucci, Louis Vutton, Pandora, Tous and Nike, among many others.

The estimated manufacturer suggested retail price (MSRP) of all the counterfeit products seized is $4.2 million.

Import Specialists also intercepted a mail parcel coming from China declared as “Cards.”. A full examination by CBP Officers revealed that the parcel contained counterfeit $100 US bills.

The rapid growth of e-commerce platforms has helped fuel the growth of counterfeit and pirated goods into a half trillion-dollar industry. This illicit trade has an enormous impact on the American economy by eroding the competitiveness of American workers, manufacturers and innovation.

These goods also represent a national security threat as they may be introduced into critical supply chains or used to generate revenue for transnational criminal organizations.

CBP has an aggressive Intellectual Property Rights (IPR) enforcement program, which targets and seizes imports of counterfeit and pirated goods, and enforces exclusion orders on patent-infringing and other IPR goods.

Individuals and organizations that traffic with counterfeit goods maybe subject to criminal prosecution.

On Jan. 16, the US District Court of Puerto Rico convicted and organization smuggling counterfeit and misbranded health commodities. A joint effort by CBP, Homeland Security Investigations (HSI) and the Food a Drug Administration (FDA) resulted in the discovery of an illicit procurement organization introducing counterfeit prophylactics and misbranded drugs into interstate commerce operating from Manati, Puerto Rico.

The CBP San Juan Area Port seized over one million counterfeit and misbranded health hazards from this network, which utilized multiple social media platforms for advertising and distribution. Among the products seized CBP fund items containing Sildenafil, used to treat erectile dysfunction, and counterfeit lipsticks containing a chemical found in pesticides, prohibited by the FDA. .

During FY 2019, CBP trade operations in Puerto Rico and the US Virgin Islands generated over 4,500 Trade Seizures; 3,886 of which were IPR related. The estimated Manufacturers Suggested Retail Price (MSRP) of the IPR-related seized items is over $38 million.
