The price of oil was in free fall and a youthful population restive.

So the government of Saudi Arabia turned in recent years to the parent company of the political data firm Cambridge Analytica for help, according to Western consultants who worked in the kingdom, company executives and a review of public documents.

The work by Cambridge’s parent, a secretive defense and intelligence contractor called SCL Group, presaged the tumultuous changes that are reshaping the kingdom. The company, now mired in scandals related to its corporate practices and the use of Facebook user data, conducted a detailed population study. It provided a psychological road map of the kingdom’s citizenry and its sentiment toward the royal family, even testing potential reform steps as they charted a path forward to preserve stability.

The consultants and executives spoke on the condition of anonymity because they were bound by nondisclosure agreements.

One proposal tested by the company was lifting a 35-year ban on cinemas in the kingdom, an action that was subsequently taken in December. Another was allowing women to drive, a move that was made last September.

Under King Salman, who came to power in January 2015, the Saudis have turned to an array of consultants as crashing oil prices laid bare the kingdom’s lack of economic diversification. Some consultants, such as McKinsey & Company and the Boston Consulting Group, carried blue chip pedigrees, while SCL, founded in 1993 as Strategic Communication Laboratories, was known for its clandestine work.

The company has recently burst into the public eye amid revelations that it employed seduction and bribery to entrap politicians and influence foreign elections. And its Cambridge Analytica unit, which worked for President Trump’s campaign, collapsed amid allegations of misusing Facebook data. At least one Cambridge Analytica employee worked on the parent company’s Saudi project, according to the employee’s profile on LinkedIn.

SCL has a long history of quietly helping governments control their populace and wield power. Last year, it was hired by the government of the United Arab Emirates, a close Saudi ally, to conduct a social media campaign against its rival Qatar. In Indonesia, SCL once “organized avenues of protests” as a means of controlling student demonstrations, according to one news report, and arranged for the government to covertly fund a conference on journalistic independence, according to another. It has also provided psychological analyses of citizenry in places like Libya after the fall of Col. Muammar el-Qaddafi.

The company’s longtime chief executive, Nigel Oakes, has described its overall strategy as “group communication” that aims to shift the views of large swaths of a population. “We use the same techniques as Aristotle and Hitler,” he once said. “We appeal to people on an emotional level to get them to agree on a functional level.”

Now, however, new research suggests that there's a fifth force, a discovery that could upend much of modern physics.

On Oct. 23, researchers at the Institute of Nuclear Research in Hungary published a new study to the arXiv database offering further evidence of an entirely new particle first suggested three years ago. Dubbed X17, this particle might help scientists resolve one of the biggest mysteries in astronomy: what dark matter is.

The particle's existence would also require a rewriting of the Standard Model of particle physics, the theory that describes the fundamental forces and classifies subatomic particles.

But that's only if the particle's existence can be verified. The new paper has not yet been peer reviewed. And most physicists are skeptical — in part because no outside scientists have yet been able to independently validate earlier findings from the same research team Richard Milner, physicist at the Massachusetts Institute of Technology who was not involved in the research, told Live Science.

In 2016, the same group of researchers reported the first evidence of the particle, in experiments done with radioactive beryllium atoms. The physicists measured the light and particles released by the beryllium as it broke down. They noticed that emitted pairs of electrons and their antimatter partners, positrons, tended to go speeding off at a certain angle, behavior that didn't seem explainable with existing physics.

Crunching the numbers, the physicists concluded that there must be some unknown intermediate particle that the beryllium decayed into before that particle then emitted the electron and positron pair. This unknown "particle X" was calculated to have a mass of nearly 17 megaelectronvolts, hence its name, X17. (For comparison, that makes X17 about 34 times bigger than an electron.)

The new study added more observations of the proposed particle, seen in the decay of helium atoms. A similar experimental setup again showed evidence of an intermediate particle with effectively the same mass. The findings show that this proposed X17 particle isn't a fermion — the type of particle that makes up ordinary matter — but rather a boson, a particle that carries energy and sometimes forces. This means that X17 might convey a previously unknown, fifth force, which the physicists said could help explain dark matter. That mysterious substance makes up 85% of the matter in the universe; it's detectable through gravity but doesn't interact with light.

But most physicists are waiting for independent measurements before they accept the findings.

"I'm skeptical. I think, as an experimentalist, that's my natural position when I see something like this, but I think it needs to be investigated," Milner, told Live Science.

Part of the skepticism arises because the European Organization for Nuclear Research, or CERN, tried to hunt for the X17 particle and failed to find any evidence of it. In light of the new evidence, many more groups will likely continue to search for the particle, Milner told Live Science.

If confirmed, the discovery could also open a whole new way of doing particle physics, Milner told Live Science. For the past half-century, physicists have made huge progress in defining the Standard Model by focusing on the high-energy realm, which requires huge international collaborations and expensive accelerators to smash particles together at mind-boggling speeds. The new work, done at much lower energies and costs, would be an entirely new direction for physicists to look for new particles.

"The Standard Model of physics is very well defined," Milner told Live Science. "So if one finds a new interaction beyond it, that is just tremendously important."

Appeals Court Releases $3.6 Billion for Border Wall

A federal appeals court released $3.6 billion in border wall funding Wednesday that had been blocked by a lawsuit.

The 5th U.S. Circuit Court of Appeals in New Orleans lifted the curbs while the Department of Justice prepares to appeal a lower judge’s decision to block the spending because of the lawsuit.

In a 2-1 ruling, the panel noted that the U.S. Supreme Court had stayed an injunction in a similar border wall case from the 9th U.S. Circuit Court of Appeals.

The court also said there was a “substantial likelihood” that the parties challenging the funding transfer – the county of El Paso, Texas, and the Border Network for Human Rights – lacked standing to sue the Trump administration.

So far, and amid dogged resistance by Democratic legislators, Trump’s deputies have upgraded roughly 100 miles of older wall. The extra money — which was transferred from other spending programs by President Donald Trump’s emergency declaration — will allow the agencies to construct another 174 miles of wall, including new wall on stretches of the border which lack any barrier.

“The Fifth Circuit’s order allowing the Trump administration to proceed came in a brief 2-1 decision, with appointees of Presidents Reagan and Trump in the majority, and an Obama appointee in dissent,” says a report in the Wall Street Journal. “The order wasn’t a final ruling on the merits of the case, but gives the administration a green light for now.”

China confirms new SARS-related virus in pneumonia outbreak

Fifteen patients test positive, as experts say vaccine could take years to develop.

SHANGHAI – Health experts in China on Thursday confirmed a new type of coronavirus as the cause of an unknown form of pneumonia in the country.

The virus is part of the family strain of the severe acute respiratory syndrome, or SARS, coronavirus that killed hundreds in Asia and elsewhere in 2003. Coronaviruses, transmitted through animals and humans, can cause respiratory and abdominal illnesses.

Chinese researchers said the new coronavirus is different from the six human coronaviruses, which includes SARS, according to state broadcaster CCTV. Researchers are now rushing to identify the cause of the virus and clinical symptoms for more details.

Health authorities had earlier ruled out SARS, Middle East respiratory syndrome, or MERS, and bird flu as the root cause of the outbreak, which originated in the city of Wuhan, in central Hubei Province.

CCTV said that researchers had obtained the genetic sequencing of the virus from one patient who tested positive. Fourteen others have also tested positive for the same type of virus in preliminary examinations. Tests were taken from patients' blood samples and throat swabs.

Eight patients were discharged on Wednesday. They were among the 59 patients hospitalized for pneumonia in Wuhan since late last month. The virus had been traced to a seafood wholesale market in the city. The market, where most of the patients worked, has since been shut down.

"Based on the information disclosed by Chinese authorities, the new virus appears to be less severe than SARS, which has a death rate of almost 10%," David Hui Shu-cheong, a professor at the Chinese University of Hong Kong, said at a news conference on Thursday at Hong Kong's Department of Health. "For the new disease, only less than 10% of the patients are in critical condition, compared with 25% for SARS."

"At this stage, there is not enough information to conclude whether there is human-to-human transmission," Hui said. "As the affected market was closed on Jan. 1, the incubation period of the virus is not over yet. If there are no confirmed cases among the patients' close contacts by the end of next week, and no medical workers are infected, we may greatly reduce the possibility of human-to-human transmission," he said.

Leo Poon, professor at the University of Hong Kong, told the Nikkei Asian Review that the new coronavirus probably came from animals. "I think the source of the virus is probably similar to SARS in 2003," he said, adding that street markets could have sold animals containing the virus, which was then spread to people. "The good news is that the new virus has been detected, and experts can then do more accurate tests to determine who has been infected and how many people have actually been infected," he said.

Poon and other experts say the development of specific drugs and vaccines to treat a new virus could take years.

Rep. Bradley Byrne (R-AL) will introduce a resolution on Thursday to censure House Speaker Nancy Pelosi (D-CA) for obstructing the impeachment proceedings against President Donald Trump, Breitbart News has learned exclusively.

Byrne, who is vying for the Republican nomination for U.S. Senate this year from his native Alabama, believes the speaker has broken congressional precedence by refusing to send the articles of impeachment to Senate Majority Leader Mitch McConnell.

“Speaker Pelosi’s decision to hold the articles of impeachment against President Trump in a pathetic and unconstitutional attempt to extract concessions from the Senate is an unprecedented abuse of power,” Byrne told Breitbart News in an exclusive statement. “House Democrats made the misguided decision to rush through the most legally unsound and factually unsupported articles of impeachment in the history of this country, and they can’t now insist that the Senate fix their shoddy, incomplete work.”

The congressman stated that the House’s role in the proceedings was over, and only Pelosi and her allies were left, most notably Reps. Jerry Nadler (D-NY) and Adam Schiff (D-CA), to “present the lackluster case they assembled to the Senate and let the president finally exercise his right to defend himself.”

“Until then, the leader of this attempt to throw out constitutional norms to remove our president must be held accountable,” Byrne added.

The move comes as Pelosi is holding up the articles in an effort to push the Senate to adopt rules seen as favorable to Democrats for the impeachment trial. In particular, the speaker was rumored to be holding out for an agreement by McConnell to have former National Security Adviser John Bolton testify. The Senate GOP, for its part, seems to not be buying the ruse, with McConnell announcing on Wednesday his caucus would remain united in the face of Pelosi’s tactics.

It is unclear if Byrne’s resolution will receive bipartisan support in the House, especially as a number of high-profile Democrats have already signaled that Pelosi’s stalling effort on impeachment is wearing thin.

“If we’re going to do it, she should send them over,” Sen. Dianne Feinstein (D-CA), the ranking member of the Senate Judiciary Committee, said on Thursday. “I don’t see what good delay does.”

Romney, the person says, suggested “falsifying” who they were to get such information, by pretending to be a graduate student working on a proj­ect at Harvard. This unsettling account suggests the young Romney—at that point only two years out of Harvard Business School—was willing to push into gray areas when it came to business. More than three dec­ades later, as he tried to nail down the Republican nomination for president of the United States, Romney’s gray areas were again an issue when he repeatedly resisted calls to release more details of his net worth, his tax returns, and the large investments and assets held by him and his wife, Ann. Finally the other Republican candidates forced him to do so, but only highly selective disclosures were forthcoming.

Even so, these provided a lavish smorgasbord for Romney’s critics. Particularly jarring were the Romneys’ many offshore accounts. As Newt Gingrich put it during the primary season, “I don’t know of any American president who has had a Swiss bank account.” But Romney has, as well as other interests in such tax havens as Bermuda and the Cayman Islands.

To give but one example, there is a Bermuda-based entity called Sankaty High Yield Asset Investors Ltd., which has been described in securities filings as “a Bermuda corporation wholly owned by W. Mitt Romney.” It could be that Sankaty is an old vehicle with little importance, but Romney appears to have treated it rather carefully. He set it up in 1997, then transferred it to his wife’s newly created blind trust on January 1, 2003, the day before he was inaugurated as Massachusetts’s governor. The director and president of this entity is R. Bradford Malt, the trustee of the blind trust and Romney’s personal lawyer. Romney failed to list this entity on several financial disclosures, even though such a closely held entity would not qualify as an “excepted investment fund” that would not need to be on his disclosure forms. He finally included it on his 2010 tax return. Even after examining that return, we have no idea what is in this company, but it could be valuable, meaning that it is possible Romney’s wealth is even greater than previous estimates. While the Romneys’ spokespeople insist that the couple has paid all the taxes required by law, investments in tax havens such as Bermuda raise many questions, because they are in “jurisdictions where there is virtually no tax and virtually no compliance,” as one Miami-based offshore lawyer put it.
