That parlimentary system (which is what you are asking for) allows small parties like the green party to get a tiny foot-hold then swell to enormous size quickly once they have power. Why do you think the EU is moving quicker towards globalism and the US has been more resistant?

YOu can also learn more about this by studying Comparative Politics. It is a good time and there is a shitload of info about it online. Take the time to understand how these systems work and you will then understand more about why things are the way they are.
