A Keizer man is being held without bail after being accused of raping and sexually abusing a girl put in his custody by Oregon Department of Human Services Child Welfare.
Eric Schrecengost, 37, was arrested Tuesday on three counts of first-degree rape, first-degree unlawful sexual penetration and two counts of using a child in a display of sexually explicit conduct.
According to court records, the abuse occurred sometime between 2011 and 2019, when the girl was as young as 7.
Child welfare caseworkers placed the victim in Schrecengost's custody last year, according to a Protective Action Plan filed in September. In a motion requesting temporary custody due to immediate danger, Schrecengost requested custody of the girl, saying she was in danger of being abused.
Oregon DHS officials did not respond immediately to request for comment. Schrecengost was arrested Tuesday and taken to Marion County jail. According to family court records, a second child was removed from his custody prior to his arrest.

Former Walt Disney Company executive Michael Laney has been sentenced to 81 months in prison for four counts of first-degree sexual abuse involving a 7-year-old girl.
According to WTKR, Laney, who is 73-years-old, "will have to register as a sex offender and pay a $4,000 fine."
In 2017, the young girl told Washington state law enforcement that Laney abused her in 2009. The case was later given to the Portland Police Bureau, as the abuse was determined to have occured in that city. During its investigation, the PPB discovered other allegations of sexual abuse against Laney, with one person alleging he sexually abused her when she was a minor in 2007. The court was not able to prove those allegations against Laney.
The Oregonian reports Laney had previously been acquitted on "three counts of first-degree rape and three counts of first-degree sex abuse."
That outlet also notes Laney's lawyers, Stephen and Jacob Houze, are attempting to postpone his incarceration while he attempts to appeal "part of the sentence." Jacob wrote of the claims against Laney, “The character of the evidence is just stories, and the strength of those stories is exceedingly low.”
The attorneys also noted Laney's wife suffers from Parkinson's disease, writing, "Sentencing Mr. Laney to any amount of incarceration, much less an actuarial true life sentence, disproportionately impacts him more than a defendant without those personal characteristics." The doctor for Laney's wife corroborated provided a statement saying the loss of her primary caregiver would result in "serious consequences to her health and well-being."

Their daycare sign is listed on the Marque NEXT to the PIZZA place. They are a Subsidized Child Care Program. Former Walt Disney Company executive Michael Laney has been sentenced to 81 months in prison for four counts of first-degree sexual abuse involving a 7-year-old girl.

Jacob wrote of the claims against Laney, “The character of the evidence is just stories, and the strength of those stories is exceedingly low.”
The attorneys also noted Laney's wife suffers from Parkinson's disease, writing, "Sentencing Mr. Laney to any amount of incarceration, much less an actuarial true life sentence, disproportionately impacts him more than a defendant without those personal characteristics." The doctor for Laney's wife corroborated provided a statement saying the loss of her primary caregiver would result in "serious consequences to her health and well-being."

Honestly, growing up, I disliked going to the place. Most of the movies were musicals, which I dislike, and I always felt as though they were peddling some sort of hope dope versioning of reality. “It’s a parent’s worst nightmare,” he explained. “Anmarie Calgaro’s child, while a minor, was steered through a life-changing, permanent body altering process, becoming a pawn in someone else’s sociopolitical agenda and being influenced by those who have no legal or moral right to usurp the role of a parent.”
“Unbelievably,” he continued, “Minnesota statutes authorize a county to deem a minor ’emancipated’ to receive welfare payments to live on their own and allow medical providers to void parental input if it determines the minor is living apart from the parents and is managing personal financial affairs. Meet The Former Epstein 'Sex Slave' Who Helped Recruit Underage Girls For The 'Lolita Express'
While anybody even remotely familiar with the Epstein story knows that his actions were irredeemably heinous, there are other characters in Epstein's orbit - characters who may have participated in what appears to be a global sex-trafficking ring - who are more complicated.
One of those characters is a 32-year-old model named Nadia Marcinko. Marcinko, who was once described in court documents as Epstein's "in-house sex slave" was ferried out of Slovakia on Epstein's private jet when she was just 15, and lived with the billionaire for years after, Wired reports.
Now working as a commercial pilot, Marcinko is clearly hoping the media will gloss over her involvement with Epstein. She refuses to talk to reporters, and even uses a slightly modified version of her last name (she was once known as Nadia Marcinkova).
A reporter at Wired tried to look into Marcinko's past to parse whether she was a willing, or unwilling, participant in Epstein's crimes, and whether she was also one of his youngest victims. Some of Epstein's other victims told police that Marcinko pressured them to sleep with both her and Epstein. Though her history of flying with Epstein is harder to pin down due to Epstein's record-keeping practices (he only recorded the first names of underage girls in flight logs, if at all), but it's become clear that during her first decade in the country, from roughly 2000 to the beginning of Epstein's prison sentence, she frequently flew between Epstein's properties in New York, Palm Beach, Monterey, Columbus, Ohio and the Azores. A pilot who once worked for Epstein testified that she had flown with him hundreds of times.
Marcinko's relationship with Epstein presumably ended when she was given immunity from prosecution in 2008 after being named an accomplice. It's still not entirely clear how she came to live with Epstein. Was she 'sold' to him by family members in Bratislava? Or did she run away with him willingly, hoping for a more glamorous life?
Whatever happened, as Wired claims, Marcinko is part of a small group of people who are both victims of Epstein and possible abusers.
Her testimony could again be useful. That is, if she ultimately avoids being implicated as a 'rape facilitator'.

Attorney General William Barr on Thursday ordered the federal government to resume the death penalty and directed the Bureau of Prisons “to schedule the executions of five death-row inmates convicted of murdering, and in some cases torturing and raping, the most vulnerable in our society—children and the elderly.”

The last federal execution in the United States occurred in 2003.
According to Barr’s statement, these five inmates will be executed, beginning on Dec. 9:
Daniel Lewis Lee, a member of a white supremacist group, murdered a family of three, including an eight-year-old girl. After robbing and shooting the victims with a stun gun, Lee covered their heads with plastic bags, sealed the bags with duct tape, weighed down each victim with rocks, and threw the family of three into the Illinois bayou. On May 4, 1999, a jury in the U.S. District Court for the Eastern District of Arkansas found Lee guilty of numerous offenses, including three counts of murder in aid of racketeering, and he was sentenced to death. Lee’s execution is scheduled to occur on Dec. 9, 2019.
Lezmond Mitchell stabbed to death a 63-year-old grandmother and forced her nine-year-old granddaughter to sit beside her lifeless body for a 30 to 40-mile drive. Mitchell then slit the girl’s throat twice, crushed her head with 20-pound rocks, and severed and buried both victims’ heads and hands. On May 8, 2003, a jury in the U.S. District Court for the District of Arizona found Mitchell guilty of numerous offenses, including first degree murder, felony murder, and carjacking resulting in murder, and he was sentenced to death. Mitchell’s execution is scheduled to occur on Dec. 11, 2019.
Wesley Ira Purkey violently raped and murdered a 16-year-old girl, and then dismembered, burned, and dumped the young girl’s body in a septic pond. He also was convicted in state court for using a claw hammer to bludgeon to death an 80-year-old woman who suffered from polio and walked with a cane. On Nov. 5, 2003, a jury in the U.S. District Court for the Western District of Missouri found Purkey guilty of kidnapping a child resulting in the child’s death, and he was sentenced to death. Purkey’s execution is scheduled to occur on Dec. 13, 2019.
Alfred Bourgeois physically and emotionally tortured, sexually molested, and then beat to death his two-and-a-half-year-old daughter. On March 16, 2004, a jury in the U.S. District Court for the Southern District of Texas found Bourgeois guilty of multiple offenses, including murder, and he was sentenced to death. Bourgeois’ execution is scheduled to occur on Jan. 13, 2020.
Dustin Lee Honken shot and killed five people—two men who planned to testify against him and a single, working mother and her ten-year-old and six-year-old daughters. On Oct. 14, 2004, a jury in the U.S. District Court for the Northern District of Iowa found Honken guilty of numerous offenses, including five counts of murder during the course of a continuing criminal enterprise, and he was sentenced to death. Honken’s execution is scheduled to occur on Jan. 15, 2020.
Barr’s statement also said the Federal Execution Protocol Addendum will replace the three-drug procedure previously used in federal executions with a single drug—pentobarbital. “Since 2010, 14 states have used pentobarbital in over 200 executions, and federal courts, including the Supreme Court, have repeatedly upheld the use of pentobarbital in executions as consistent with the Eighth Amendment,” the statement said.
A majority of Americans still support the death penalty, according to Gallup polls. In an October 2018 survey, 56% supported the death penalty while 41% opposed.
