If the spooks can't analyze their own data, why call it intelligence?
"For more than a year now, there has been a deluge of stories and op-ed pieces about the failure of the American intelligence community to detect or prevent the September 11, 2001, massacre. Nearly all of these accounts have expressed astonishment at the apparent incompetence of America's watchdogs.
I'm astonished that anyone's astonished.
The visual impairment of our multitudinous spookhouses has long been the least secret of their secrets. Their shortcomings go back 50 years, when they were still presumably efficient but somehow failed to detect several million Chinese military "volunteers" heading south into Korea. The surprise attacks on the World Trade Center and the Pentagon were only the most recent oversight disasters. And for service like this we are paying between $30 billion and $50 billion a year. Talk about a faith-based initiative."
In the opening section of Barlow's article he presents a critical macro-perspective of the intelligence community highlighting the amount of money spent contrasted against its biggest failures.
If Barlow is a C_A insider then the article has their blessing. If, on the other hand, he is not part of the C_A, an outsider, then this language is a threat to those who depend on the portion of the budget allotted to the intelligence community. If Barlow's words can influence the support of budgetary reductions for the intelligence community, he would become a target, especially during a time when the 9/11 attacks were still an open wound in the United States, and stealing America's wealth was at an all time high.
"After a decade of both fighting with and consulting to the intelligence community, I've concluded that the American intelligence system is broken beyond repair, self-protective beyond reform, and permanently fixated on a world that no longer exists."

In this section of Barlow's article he states, "both fighting with and consulting to the intelligence community".
How do you define 'fighting with' the intelligence community?
Does the phrase 'fighting with' mean to fight alongside of, or does 'fighting with' mean quarreling against?
To answer this we can see in the article Mr. Barlow makes this statement, 10 years after the fact:
"I didn't expect a warm reception, but it wasn't as if I was interviewing for a job."
Why didn't Mr. Barlow expect a warm reception from the C_A?

How do you define 'consultant' to the C_A?
Is 'consultant' someone who is an outsider given privileged access to a program for the purpose of reviewing its structure and providing suggestions and recommendations about the program, or is 'consultant' a euphemistic title used to cloak an individuals Operational nature?
This is also answered by Barlow in the article:
"Or so I thought. When I came offstage, a group of calm, alert men awaited. They seemed eager, in their undemonstrative way, to pursue these issues further. Among them was Paul Wallner, the CIA's open source coordinator. Wallner wanted to know if I would be willing to drop by, have a look around, and discuss my ideas with a few folks."
Mr. Barlow was invited to "have a look around and discuss (his) ideas with some people", an outsider given access for the purpose of making suggestions and presenting ideas.
After 10 years of consulting for the C_A, Mr. Barlow walked away from a system broken beyond repair.
