Catching up on breads after two big news days, and tracking the photo question as best I can. Trying to work out the best way to proceed and some additional relevant facts to help:
1. First, an anon said a few breads ago, that there's widely varying degrees of competency using Photoshop by shooters. This is very true, the *average* news photographer isn't probably lightening quick at things like laying in cloned or pasted content seamlessly. Most are very skilled at color, IPTC caption / meta input, cropping, and whatnot. Actual retouching isn’t really their first skill however. Figure speed in getting the best usable image onto the wire is what most are trained for.
2. The chain of custody at an event like SOTU on the Hill makes it extremely unlikely that any image manipulation could be done before the image was transmitted by the photographer at such an event. Time was when you had to run to the Senate side to ingest and send files (using runners or tethering). It took something like 6-10min just to get the file moving onto the FTP. Probably not this way any more, however time is the operative concept. The shooter is simply a artistic capture, caption and transmission device for the image in this sort of rush. Probably in this case, minimal retouching was done before the transmission to the archive.
3. Looking at the argument for a "manipulated" image in previous breads, I find some of the arguments *somewhat* plausible, but extremely forced. I'd be utterly floored if such gross manipulation as laying in new phone screens was done before that image hit the wire. Perhaps more to the point, it's such a transparent and intentional failure in the chain of ownership, I just can't see anyone at Getty (up to and including Pancho) putting themselves in that position. Most would not know this, but the DC news staff and Pancho himself, are extremely ethical true believers in the Fourth Estate. While one may not agree with their personal politics, to find one operating so grossly out of context and ethical constraint would be beyond stunning. To construct such an obvious fake, after transmission, using a staff photo, is just so unlikely to be *almost* impossible to imagine. Its not like these images were bumped into the wire from an Iranian freelancer (cloned missiles). This is an original news photo taken on an extremely tight deadline, from a staff employed award-winning photographer of significant note, with an unimpeachable record of honest work, using a very careful and transparent chain of custody, in a content creation and dissemination exercise. If a manipulation took place, who did it and when would be instantly known by dozens of people.
4. Because of my belief above, I think what anons should be asking for is what's called a "near frame" in the parlance of the profession. This is an image taken as part of the same sequence, but different than the available photo. It is common to request a re-edit of a shoot to look for usable near frames for a variety of reasons. In fact, if someone had institutional access to the Getty News archive, some may be already there. Checking time stamps in IPTC data of similar images is a great way to get a sense of whether these might exist.

5. There's many of ways to request a near frame, but the most common is a call from a news outlet with a subscription to the wire, conducting an inquiry and specific request for content. This either happens at the line editor level, or can escalate up through the chain of command, such as Director or higher. Pressure from a significant Getty client could squeeze the release of this image, or at least allow a story to be published to imply it exists but will not be released. This release would be vetted by someone at Getty mgmt. and the image would be put on the wire to be made available to other subscription clients. Its not always instantaneous due to specific considerations, but it is frequently done. Since at least one major news outlet (Fox) likely has a Getty subscription, and has been finding seemingly impossible sources for tremendously insightful content, they could probably shake the tree a little and see what dropped out. This being said, any large news outlet could shake the same tree. A LOT of outlets shaking the tree would multiply the effect.
6. The more I try and balance the Q drop and the likely reality of the Getty workflow, the more I come around to this being an incidence of guided parallel construction, looking for a photograph *thought* to exist, but not yet available. We know that monitoring of telephone voice and text traffic is monitored. We also have at least one known incidence where an actor had their photo taken during the period when this text comms traffic was being conducted. A comparison of time records for both is probably easy to find, if the observer has a good sense of surveillance practice. It would seem that anons are being directed to shake the tree in a fishing expedition, to discover and release a supporting piece of content into the public eye. It is even conceivable that a wifi connected camera (tethered) is something also easily monitored. Again, I might be ultimately proven wrong, but unless manipulation took place in the period between transmission and first use in a public-facing news story (after transmission from the Hill and posting to the Getty Wire), I just can’t see it.
7. Which brings me to my final thought. Has any anon figured out when the first use of the photo was, and by which news outlet, then moved forward to each use following this? If there was a change in what was available on the wire over time (blurring of content), this would distill out. Images often are further retouched or edited after the first deadline driven transmission, usually to address quality issues missed in the heat of the moment. Also a question would be looking a dig at the Getty wire itself (which I cannot do for reasons) to see the likelihood a Somodevilla near frame actually exists. If #6 is accurate and no near-frame is likely to exist, then it might not be Getty that’s the actual target of the Q drop, so much as a “Where’s Waldo?” effort to find anything that supports the allegation (video, audio, text record, etc.). Honestly,
As I said previously, private communications are somewhat protected by journalists on the Hill at the risk of losing their access. In the event that a photo exists with private communications of news value, and these communications were obscured for discretionary reasons; release requested by news outlets and approved by the respective press offices on the Hill might be the only way a photo gets put on the wire. Otherwise, anons need to find a different avenue to prove an allegation.

After seeing TR3B (long story) I had conversation with fresh retired AF general about said craft. I recall when B2 aka HABU (Okinawans called it black bird because it was silent etc) he reminded me known tech was 20 years or so behind actual tech. That's all I know :D
