Planning what "shit"? Every cycle Democrats and Republicans start a new 501c4 for the inaugural committee. The website wasn't even registered until Nov 25 2020, and since the Democrats are notoriously risk adverse they probably had plans for a virtual inauguration on the table since the covid outbreak started.
