If we pay workers below minimum wage, 8hrs worth minimum, Mon-Fry schedule, to not actually work (when they do work they are obviously paid in full) unless a government response is given (unless they're given an opportunity to come in by the employer for missing employees) when a situation arises that requires them to come in to work. So the employers immediately have an 'off bench' for workers mandated by the government and possibly even subsidized. (like UBI but fucky)
There's never any problems with people taking the day off for whatever they really want
It makes it so large businesses actually have to contribute to the growth of society
When times of crisis or low economic stability the government can hit the OK button and allow these employers to use the whole bench to fix the issue quickly and efficiently
Essentially inverses the current system of "work every day until you get a single week off for your whole life" to "if you're really unlucky you'll have to work maximum a month or two with weekends for your whole life unless you really like work, in which case this is also an option (and Heavily encouraged with higher pay)"
How expensive would this be to implemented by the government?
How would such a system affect a business? positively, negatively or both in some capacity?
