This situation will render state officials nothing more than weaponised beggars, with the law standing in-between state officials and partying hard, so state officials will have a natural inclination to deconstruct laws. In order to deconstruct the laws, laws mean work for state officials and they mean rights for you as a citizen, in order to deconstruct laws they will bribe single individuals out of the population to deconstruct it for them, as we can see in the example of contractors such as securities, not in any way trained in law, breaking it until people get used to it.
So that's the situation, state officials going fuck the law.
One could think state officials lived from the laws, that's not the case, they live from the protection money they collect.
Laws are supposed to protect potential victims. Logically no one would ever want to break the law as you would be faced with something akin to Skynet and the Terminator, neither state officials, but usually people are uninformed, short sighted and simply wouldn't believe in the system, including the state officials. So they break the law (this happens whenever you act against your own conscience, btw conscience can be trained) not understanding it will have consequences for them.
The laws of the belief based social organisation aim at increasing surplus efficiency by protecting potential victims, who everyone is, but as being in the position of perceived power people become short sighted or they never made the connection to begin with.
In the end, the better belief system of social organisation shall make their participants win.
