I used to fucking geek the hell out on this but after years and years of hard drinking I've lost a lot of memory on this topic. You need to start researching electromagnetic surveillance…. back in the 1970s! Even earlier. Research the DoD's TEMPEST electromagnetic surveillance tactics. It would fucking stun you, that was back in the late 60s and 70s! All declassified already, hopefully not memory holed. Just that alone would blow your mind of what they can get into with different electromagnetic waves and frequencies. Put it this way…. if you are a high level target… talking 'IRONCLAD' status target… they have ways to monitor you no matter how damn good your OPSEC is, unless you live in the middle of nowhere without any electricity or electrical utilities! This is what made me fucking paranoid, but also fascinated with digging into more OPSEC tactics like faraday caging electronics, forward secrecy, etc.

As for telemetry it is used for much more conventional surveillance and Big Tech utilizes it in all modern smartphones, computers, gadgets, apps etc. Telemetry is more for tracking data down to original sources and allowing third parties to 'listen in' on a feed of data originating from a particular source, in real-time. There are many ways to get around that and void their abilities to do that to your electronics but I'm not going to write a whole book on OPSEC here lol.

As for weaponry, back to the electromagnetic spectrum, if the electromagnetic frequency is amplified enough it can cause enormous consequences when directed at something. It can fry electronics. It can burn your skin. Some of the ultrasonic frequencies can blow your eardrums and make you deaf. It can become very brutal if utilized by evil people. You heard of CIA agents having "Havana syndrome" with their brains microwaved remotely? That is speculated to be from covert electromagnetic weaponry that was aimed at them by a foreign State. Or maybe they were testing their own electromagnetic weapons and used it the wrong way without precaution, but who knows? Anything is possible.

This comment here. Look into TEMPEST and you will start to see the development of the US government & military using electromagnetic frequencies for remote monitoring and surveillance. It's all old declassified material but it is well worth the research because you start to understand that anything electronic can be used to eavesdrop on users in various ways, simply because all electronics emit an electromagnetic field and thus these can be intercepted using various frequencies and sensor applications. Even the microphones inside the old hard-wired rotary phones emit frequencies that could be intercepted via ultrasonic or ultrasound surveillance from a certain distance (without having to directly tap any wires!).

How can we design good goals for arbitrarily intelligent agents? Reinforcement learning (RL) is a natural approach. Unfortunately, RL does not work well for generally intelligent agents, as RL agents are incentivised to shortcut the reward sensor for maximum reward – the so-called wireheading problem. In this paper we suggest an alternative to RL called value reinforcement learning (VRL). In VRL, agents use the reward signal to learn a utility function. The VRL setup allows us to remove the incentive to wirehead by placing a constraint on the agent's actions. The constraint is defined in terms of the agent's belief distributions, and does not require an explicit specification of which actions constitute wireheading.
